Health and Human Services Agency recommending the Board:
1) Accept Covid-19 Epidemiology and Laboratory Capacity (ELC) Enhancing Detection Funding Award Number Covid-19ELC10 from California Department of Public Health for the retroactive term of May 28, 2020 to November 17, 2022, in the amount of $2,289,931 for three years;
2) Delegate authority to the Health and Human Services Agency Director, or designee, to sign certifications on invoices to receive reimbursement for activities; and execute any resulting Grant Agreement contingent upon review by County Counsel, in accordance with Board of Supervisors Policy A-23; and
3) Approve and authorize the Chair to sign a Budget Transfer Request increasing the Federal revenue and appropriations by $671,667 in the Fiscal Year 2020-21 Adopted Budget for the purpose of ELC Enhancement activities.
FUNDING: 100% California Department of Public Health Allocation.

DISCUSSION / BACKGROUND:
On August 11, 2020, the California Department of Public Health released notice to counties regarding the award of COVID-19 Epidemiology and Laboratory Capacity (ELC) Enhancing Detection Funding. Attachment A to this item outlines the proposed use and allocations for the County of El Dorado:
1) Enhance laboratory, surveillance and other workforce capacity for local health department staffing needs to implement actions across all strategies identified by this source of funding: $495,686; and
2) Improve Public Health surveillance and reporting of Electronic Health Data by enhanced disease monitoring activities to identify disparities and track progress in reducing disparities over time: $332,435; and
3) Use laboratory data to enhance investigation, response, and prevention by supporting the State of California’s comprehensive contact tracing program, California Connected, which was developed in April 2020 and includes an academic training institute, statewide data management and communications platform to support COVID-19 contact tracing work by local health departments: $1,017,846; and
4) Coordinate and engage with partners. Under the state’s Roadmap to Resilience, counties who wish to open sectors of the community at their own speed were required to submit a Variance Attestation which included engagement with skilled nursing facilities to reduce disease transmission in these facilities: $443,964.
Upon receipt of this notice, the Health and Human Services Agency (HHSA) Public Health Division immediately began preparing a work plan and projected spending plan for submission to the State as application for this funding, in accordance with County Board Policy A-23.
The County has received a preliminary payment in the amount of $572,484 from CDPH, and is recommending the Board approve and authorize the attached Budget Transfer Request so HHSA may incorporate the funding into the Fiscal Year (FY) 2020-21 budget, and future FY budgets for the duration of this allocation.
This revenue agreement from California Department of Public Health is funded through the Paycheck Protection Program and Health Care Enhancement Act of 2020 and responds to the COVID-19 outbreak by providing additional funding for small business loans, health care providers, and COVID-19 testing.
ALTERNATIVES:
Should the Board decline to accept this funding, or decline to approve the associated Budget Transfer Request, HHSA would be unable to receive this new allocation for Public Health Activities.

FINANCIAL IMPACT:
There is no Net County Cost associated with this Board item. Upon approval of the attached Budget Transfer Request, sufficient revenue and appropriations will be included in the FY 2020-21 Adopted Budget. Future budgets will include revenue and appropriations for the duration of the allocation.
