Title: Health and Human Services Agency, Social Services Division, recommending the Board authorize: 1) The Chair to execute Amendment II to Agreement for Services 320-S1110 with Donelle Anderson for the provision of therapeutic counseling services and related services on an “as requested” basis and increasing the maximum compensation by $34,495 for a total not-to-exceed amount of $124,000, for the term ending January 25, 2014; and 2) Authorize the Purchasing Agent to execute further documents relating to the above noted Agreement, including amendments thereto, contingent upon approval by County Counsel and Risk Management, which do not affect the maximum dollar amount or term of the Agreement. Fiscal Impact/Change to Net County Cost
No change.  The Agreement is funded with a blend of Federal and State funds with County share of cost or required match met primarily with realignment resources.  Funds are budgeted for FY 2012-13 and will be budgeted for FY 2013-14 and FY 2014-15.
 
Termination
Agreement includes the County's standard Fiscal Considerations termination language, as well as a provision for the County to terminate Agreement without cause in seven (7) calendar days upon written notice.
 
Background
On January 26, 2011, the Purchasing Agent authorized Agreement for Services 320-S1110 with Donelle Anderson in the amount of $58,505 for the provision of therapeutic counseling services and related services for the term January 26, 2011 through January 25, 2014.  
 
On December 18, 2012, the Board executed Amendment I to Agreement for Services 320-S1110 with Donelle Anderson for the provision of therapeutic counseling services and related services in the not-to-exceed amount of $88,505 (Legistar File 12-1423, item 25).
 
Reason for Recommendation
Amendment II to Agreement for Services 320-S1110 requires Board approval and authorization as it increases the compensation by $35,495 for a total not-to-exceed compensation of $124,000 to allow for anticipated increased utilization of vendor services on an "as requested" basis, and ensures all Articles conform to County-mandated language.
 
Action(s) to be taken following Board approval
1) Chair to sign two (2) originals of Amendment II to Agreement for Services 320-S1110.
2) Board Clerk's Office to return one (1) original signed Agreement to HHSA at Briw Road.
3) HHSA to distribute as appropriate.
4) As applicable, Purchasing Agent shall execute further documents relating to  Agreement for Services 320-S1110, including amendments thereto, contingent upon approval by County Counsel and Risk Management, which do not affect the maximum dollar amount or term of the Agreement.
