FUNDING: OHV Grant Funds of $308,131, and 25% required match from the Sacramento Municipal Utility District Upper American River Project Federal Energy Regulatory Commission Special Revenue monies of $102,713, for a total of $410,844.

DEPARTMENT RECOMMENDATION
The Sheriff's Office is recommending the adoption of a Resolution as a part of the final application package to be submitted to the California State Parks, OHV Division Grant Program for funding for law enforcement patrol of the Rubicon Trail and OHV areas within El Dorado County.
DISCUSSION / BACKGROUND
The Sheriff's Office has received this grant funding since 2001. This funding has allowed Sheriff's law enforcement to address and mitigate several issues on the Rubicon Trail over the years. For a period of time, the Rubicon Trail was not a family friendly environment; however, due to increased law enforcement presence, users have noticed a positive change in the environment and culture, and the Trail is once again a safe place for families to enjoy.
The grant funding is used to fund a portion of a Sergeant position as well as two deputies salaries and benefits. Grant funding is also used to purchase equipment and supplies to support law enforcement services on the Rubicon Trail and OHV areas within El Dorado County.
On December 18, 2012, the Board created a Special Revenue Fund for the El-Dorado Sacramento Municipal Utility District (SMUD) Cooperation Agreement funds. The funds were to be used to fund multiple programs on the Rubicon Trail for several County departments. The Sheriff's Office requested and received these funds to partially offset its Fiscal Year (FY) 2014/2015, FY 2015/2016, FY 2016/2017, and FY 2017/18 Rubicon patrol law enforcement activities costs. Once again, the Sheriff's Office will be requesting SMUD funds through the Sheriff's FY 2018/2019 budget process.
ALTERNATIVES
Failure to include a resolution and submit this final application will result in the loss of grant funds for Rubicon patrol law enforcement activities.

FINANCIAL IMPACT
No Change to Net County Cost. 75% of the costs will be met with OHV Grant Funds, and the required 25% match will be from SMUD Special Revenue funds. The grant funding being requested is $308,131, with $102,713 in SMUD Special Revenue match funding pending final award and possible adjustment of award and match amounts.
