Health and Human Services Agency (HHSA) recommending the Board:
1) Approve and authorize the Chair to sign Amendment I to Funding Out Agreement 9182 with Housing El Dorado, increasing the compensation by $65,903.63 for a new maximum obligation of $165,903.63, and exercising the first one-year term extension option for an extended initial term through March 31, 2028, while reducing the options to extend the initial term from a total of three years to two years, with no change to the total maximum five-year term through March 31, 2030, if all extensions are exercised, subject to approval by the El Dorado Opportunity Knocks Continuum of Care Board and County Contract Administrator;
2) Authorize the Purchasing Agent to execute amendments relating to Agreement 9182, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreement; and
3) Authorize the HHSA Director, or the Chief Assistant Director, to execute programmatic, administrative, and fiscal documents relating to Agreement 9182.
FUNDING: 60% State Homeless Housing, Assistance and Prevention (HHAP) Round 4 grant funding, 40% State HHAP Round 5 grant funding.

DISCUSSION / BACKGROUND
The CoC Program, administered by the United States Department of Housing and Urban Development (HUD), is designed to provide transitional and permanent housing assistance services to individuals and families experiencing homelessness, with the goal of long-term stability. More broadly, the program is designed to promote community-wide planning and strategic use of resources to address homelessness, improve coordination and integration with mainstream resources and other programs targeted at people experiencing homelessness, improve data collection and performance measurement, and allow each community to tailor its program to the particular strengths and challenges within that community.
On February 11, 2020, the Board designated HHSA to serve as the Administrative Entity (AE) for the EDOK CoC for HHAP funding under Resolution 023-2020 (Legistar file 20-0161). As the EDOK CoC AE, HHSA coordinates the disbursement and expenditure of EDOC CoC’s HHAP funding allocations awarded from the State of California to continue to support the homelessness system of care, expand programs for persons experiencing or at risk of homelessness, expand support of housing opportunities, and address programmatic service provision and systems support in El Dorado County.
On February 11, 2025, the Board approved and authorized HHSA to enter into Funding Out Agreement 9182 with HED for the purpose of administering the EDOK CoC’s Homelessness Prevention Program (HPP) (Legistar File 24-1926). The $100,000 maximum obligation for Agreement 9182 was comprised entirely of HHAP 4 funds awarded by EDOK CoC. On April 3, 2026, as a result of a competitive process to determine eligibility for HHAP 5 Homelessness Prevention and Diversion funds, EDOK CoC authorized additional funding in the amount of $65,903.63 from HHAP 5 be awarded to HED to continue administration of the HPP.
HHSA, as the AE for EDOK CoC’s HHAP 4 and HHAP 5 allocations, recommends the Board approve Amendment I to Funding Out Agreement 9182 to enable EDOK CoC to meet the HHAP expenditure dates and allow EDOK CoC to provide CoC program services to individuals and families at risk of or experiencing homelessness in El Dorado County.
ALTERNATIVES
Should the Board decline to approve this recommendation, the EDOK CoC would not be able to expend their HHAP funding as budgeted. Any HHAP funds not expended by the expenditure deadline will revert to the State General Fund (per California Health & Safety Code, 50220, (e)) Additionally, HED designated as recipient of this funding would not be able to operate their program and therefore remove these valuable services from the community.

FINANCIAL IMPACT
There is no Net County Cost associated with this agenda item. Sufficient appropriations were included in the fiscal year FY 2026-27 budget and will be included in future budgets for the term of the Agreement.
