Fiscal Impact/Change to Net County Cost:  Funding for Amendment I to Agreement for Services AGMT 06-1107 will be provided by the Road Fund.  There will be no cost to the General Fund.  
 
Reason for Recommendation:  The Department of Transportation has a current Agreement with Republic Intelligent Transportation Services, Inc. (Republic ITS), formerly Republic Electric, to provide maintenance and emergency repair of County maintained traffic signals, lighting, controllers and related equipment.  The services provided consist of ongoing and regular field preventive maintenance as well as emergency response 24 hours per day 7 days per week.  
 
The work is highly technical, requiring familiarity with and adherence to all applicable Caltrans standards and specifications including programming standards for both traffic signal and interconnect timing of controllers; knowledge of re-calibration of signal timing and progression; and  use of appropriate traffic control measures in accordance with the Manual of Uniform Traffic Controls Devices for Streets and Highways.  
 
The number of signals installed in El Dorado County is increasing each year; however, the number is not sufficient to require a dedicated staff.  The threshold necessary to warrant the creation of dedicated signal maintenance section will not be reached for several more years.  In the interim, current staff requires the routing maintenance and emergency services support assistance provided by Republic ITS.  
 
In accordance with Board of Supervisors Policy C-17, Section 7.4.2, the Purchasing Agent concurs with the department's request to amend this agreement.  The amendment calls for  a twelve (12) month term extension expiring the contract in June 30, 2008, and increases the amount of the contract for a total not to exceed of $190,000.00.   
 
The Purchasing Agent has coordinated the review of the contractor's qualifications to perform the needed services with Douglas Galt, Engineering Manager with the City of Elk Grove. The Purchasing Agent concurs that Republic ITS has demonstrated its ability to perform the work based on prior experience with this agency, qualifications of the contractor's personnel assigned, and the availability of the consultant to perform the services.  Additionally, the City of Elk Grove also contracts with this firm for similar services.  
 
The Procurement and Contracts Division solicited competitive proposals for signal maintenance work in April of 1996 and Republic Electric was selected as the successful firm to perform the needed work.   While the competitive process used has expired, the Purchasing Agent has advised the Department of Transportation that a new competitive process must be initiated prior to the expiration of the extended contract.
 
The County Purchasing Agent has reviewed the Department's request to amend the contract with Republic ITS and concurs that the continued use of this contractor is appropriate and that the Department's request is in compliance with Board of Supervisors Policy C-17, Sections 7.4.2, 7.5, and 7.10.  
 
The El Dorado County Employees Association, Local #1, has been informed of this proposed Amendment.  
 
The Department of Transportation recommends the Board of Supervisors make findings pursuant to Article II, Section 210 b (6) of the El Dorado County Charter that the ongoing aggregate of the work performed under this Agreement and proposed Amendment I is not sufficient to warrant the addition of permanent staff.
 
Action to be taken following Board approval:  The Board Chairman will sign two originals of Amendment I to Agreement for Services AGMT 06-1107; and the Board Clerk will forward one original of the fully executed Amendment to the Department of Transportation for further processing.
