DISCUSSION / BACKGROUND

The Surveyor’s Office and Human Resources conducted a classification study of a filled Deputy Surveyor allocation and recommend establishing an Assistant County Surveyor (ACS) class aligned with the County’s Assistant Director-level structure for technical divisions. The ACS will provide executive-level leadership support to the County Surveyor, oversee day-to-day operations of complex survey programs, and serve in the Surveyor’s stead as needed. Establishing this class aligns the organizational structure with current operational demands, succession planning needs, and span-of-control at a level comparable to other County Assistant Director classifications.

 

Position #585, currently allocated as Deputy Surveyor, has evolved to include higher-level responsibilities with countywide impact. The incumbent is performing advanced program leadership, exercising professional signing authority, coordinating with agencies on parcel, boundary, and map review matters, and providing technical quality assurance consistent with the ACS concept. HR evaluated the position under Personnel Rules 506.2 and 506.3 and determined the duties now align with the proposed ACS classification; further, the incumbent meets the minimum qualifications. To maintain operational continuity, HR recommends the Board waive competitive examination and directly appoint the incumbent to the reclassified ACS position pursuant to Personnel Rule 507.1.2.

 

This action establishes the ACS class, assigns its bargaining unit and salary range through resolution, and reclassifies Position #585 from Deputy Surveyor to ACS. No change in FTE count is requested.

 

ALTERNATIVES

1) Direct HR and the Surveyor's Office to retain the Deputy Surveyor allocation and continue with the current structure; or

2) Direct HR to conduct further analysis and return with alternatives.

FINANCIAL IMPACT

The approximate annual cost of the upward reclassification is $9,532 with the cost for the remainder of FY 2025-26 totaling $6,241.
