Procurement and Contracts, a division of the Chief Administrative Office, on behalf of the Department of Transportation, recommending the Board:
1) Award Bid 2025-0143 for the purchase of Washoe Sand for traction on roadways in the winter to the low qualified bidder, Cinderlite Trucking Corporation of Carson CIty, NV;
2) Authorize the Purchasing Agent to issue a purchase contract in the amount of $120,000 for a 36 month period following Board approval; and
3) Authorize the Purchasing Agent to increase the purchase contract on an as-needed basis during the awarded period as long as funding is available within the requesting department's budget.

DISCUSSION / BACKGROUND
At the request of the Department of Transportation (DOT), the Procurement and Contracts Division issued invitation to bid 2025-0143 for the purchase of Washoe Sand for Winter Traction. DOT purchases sand for application to County maintained roads during inclement weather.
The invitation to bid was posted on PlanetBids with four vendors being notified. Two qualified responses were received and none were from local vendors.
The department is recommending the Award of Bid 2025-0143 to the lowest qualified bidder, Cinderlite Trucking Company, and authorize the purchasing agent to issue a purchase order in the amount of $120,000 for a 36 month period following Board approval.
ALTERNATIVES
Without Washoe Sand there would be increased risk and expense for travel hazards incurred on county roadways. Additionally, there would be increased difficulty and expense in meeting the current regulatory permitting conditions and pollution control standards within the Tahoe Basin.

FINANCIAL IMPACT
No impact to Net County Cost as funding was included in the Fiscal Year 2025-26 Department of Transportation budget. DOT will include the funds in future fiscal years through the normal budget process.
