Body

DISCUSSION / BACKGROUND

Human Resources, in coordination with Emergency Medical Services, a division of the Chief Administrative Office, reviewed the Emergency Medical Services and Emergency Preparedness Supervisor classification and determined that revisions are appropriate to better align the class title and specification with the work now needed by the County.

The proposed action would re-title the classification from Emergency Medical Services and Emergency Preparedness Supervisor to Emergency Medical Services Supervisor and revise the class specification accordingly. The proposed revisions remove the Emergency Preparedness component of the classification because those duties and related funding are no longer part of the position’s ongoing assignment. As revised, the classification is intended to primarily support County Emergency Medical Services functions, including EMS program coordination, compliance oversight, provider certification-related work, and related operational responsibilities.

The proposed revisions also update the minimum qualifications to better reflect the level of technical knowledge and licensure now needed for this position. Specifically, the revisions would require possession of a valid California license as a Registered Nurse or Paramedic, rather than allowing qualification at the lower Emergency Medical Technician level, consistent with the revised EMS-focused scope of the classification. Although the specification is being revised to remove the Emergency Preparedness work and re-title the classification accordingly, no salary change is recommended as part of this action.

ALTERNATIVES

The Board could decline to approve the attached Resolution and revised class specification, and direct that the current classification title and specification remain in place. This would leave the County with a vacant classification that no longer fully reflects the work currently needed by the department.

The Board could also direct Human Resources to return with additional revisions.
