Title

Agriculture Department and Human Resources recommending the Board adopt and authorize the Chair to sign Resolution 004-2025 to:

1) Add 1.0 FTE Agricultural Biologist/Standards Inspector Supervisor allocation in the Agriculture Department; and

2) Delete 1.0 FTE Vacant Agricultural Biologist /Standards Inspector I/II/III allocation.

DISCUSSION / BACKGROUND

Upon reviewing existing Ag classes in conjunction with the role of the new Assistant Ag Commissioner, and the deletion of the vacant Deputy Ag Commissioner it was deemed the timing is ideal to adjust the department’s classification structure. Additionally, the HR review revealed that there is a need for a first-line supervisory class, the Ag Biologist/Standards Inspector Supervisor class was developed in collaboration with Ag to align with the department's structure and the Commissioner's vision and strategic plan.This position was added March 5, 2024, Legistar file 24-0329, with the intent of returning to the Board at a later date to add the allocation.  

 

To offset the costs of adding this new role, the Agriculture Department recommends deleting one vacant Agricultural Biologist /Standards Inspector I/II/III. This action partially offsets the budgetary impact of adding the Agricultural Biologist/Standards Inspector Supervisor, as described in the Financial Impact section below.

The Board could choose not to approve the recommendations and direct Human Resources to make revisions or conduct additional analysis.

FINANCIAL IMPACT

The annual salary cost is approximately $92,996 for the Agricultural Biologist /Standards Inspector Supervisor and $84,53 for the Agricultural Biologist Standards Inspector III for an annual increase of $8,465. The increase cost for the remainder of Fiscal Year 2024-25 is approximately $4,232, which will be covered by savings from vacancies, and it will be added in future budgets as an additional General Fund cost.
