Human Resources Department recommending the Board:
1) Approve the continuation of perpetual Agreement 886 with GovernmentJobs.com, Inc., doing business as NeoGov, for ongoing maintenance of the countywide applicant tracking license, subscription to GovernmentJobs.com website, background integration, and performance evaluation tracking module at an annual estimated cost of $94,997.72; and
2) Approve and authorize the Purchasing Agent to execute Amendment IX to Agreement 886 to continue the Agreement for the period of July 1, 2026, through June 30, 2027 in the amount of $94,997.72.

DISCUSSION / BACKGROUND
In 2012, El Dorado County contracted with Neogov for job applicant tracking. Later, in 2018, the contract was amended to include the background-check module. The County utilizes NeoGov for countywide applicant tracking, subscription to GovernmentJobs.com website, background-check integration, and the performance evaluation tracking module.
In accordance with Board Policy C-17, Departments are required to obtain authorization from the Board of Supervisors, initially, and on an annual basis, to utilize any contract that does not have a stated contract termination date and exceeds the Purchasing Agent authority. A summary of estimated costs for Fiscal Year 2026-27 are as follows:
Background Check Partner Integration: $2,286.91
Governmentjobs.com Subscription: $5,395.51
Insight Enterprise Software License (Recruitment Module): $33,511.06
Performance Evaluation Module: $49,569.22
Custom Employee Integration: $4,235.02
Total FY 2026-27 Cost: $94,997.72
Rates are typically adjusted by the vendor annually based on industry standards.
ALTERNATIVES
The Board could choose not to authorize the continuation of the perpetual Agreement; however, this would have an impact on the ability to recruit and screen applicants as well as tracking performance evaluations.
