DISCUSSION / BACKGROUND

Judy Knapp Consulting has been a critical partner in providing parenting classes for inmates in both the Placerville and South Lake Tahoe facilities. This program has been instrumental in equipping incarcerated individuals with essential parenting skills, fostering stronger family relationships, and supporting their reintegration into society. Since its inception, the initiative has demonstrated a positive impact on both inmates and their families by reducing recidivism rates and improving post-release success. The benefits for parenting classes for incarcerated parents are both immediate and long-term, not just for the parents themselves, but also for their children and the broader community. 

 

The demand for these parenting classes has significantly increased, particularly in the aftermath of the COVID-19 pandemic. The pandemic led to increased stress and mental health challenges among incarcerated individuals, highlighting the need for enhanced support programs. As a result, participation in these parenting classes has surged, necessitating additional resources to meet the growing demand.

 

To address this need, the contract with Judy Knapp Consulting is being increased from $100,000 to $200,000, with an extension of the term for an additional three years. This increase will ensure the continued availability of these vital classes and allow for program expansion to accommodate more inmates seeking to improve their parenting skills.

 

This agreement is imperative to the success of inmates, as it provides them with the tools needed to maintain meaningful connections with their children and families. Studies have shown that strong family ties contribute to lower recidivism rates and greater overall well-being for formerly incarcerated individuals. By investing in this program, we are supporting rehabilitation efforts and promoting positive outcomes for both inmates and their families.

 

The increased funding and extended contract duration will allow Judy Knapp Consulting to continue delivering high-quality parenting classes to the inmates in Placerville and South Lake Tahoe. Buy continuing this work, the consultant can help create lasting, transformative change for both incarcerated individuals and their families, contributing to stronger communities and a reduction in the cycle of incarceration.  Moving forward, we anticipate continued positive outcomes and look forward to ongoing collaboration to ensure the success of this program.

 

ALTERNATIVES

The Board could choose not to approve this Amendment, however, the Jails would be unable to provide additional parenting classes to inmates.
