Elections Department recommending the Board:
1) Approve and authorize the Chair to execute Amendment 1 to agreement 4037 with Kevin Bannon, a sole proprietor, effective upon execution, increasing the dollar amount from $69,000 to a not to exceed amount of $137,000 for consulting services related to the implementation of vote centers and the new voting system; and
2) Make findings in accordance with Chapter 3.13, Section 3.13.030 of County Ordinance Code that it is more economical and feasible to continue to engage an independent contractor for one-time professional services and project management of purchase and implementation of voting systems and vote centers.
FUNDING: Help America Vote Act grant funds.

DISCUSSION / BACKGROUND
This amendment to increase the consuting contract with Kevin Bannon, sole proprietor is being requested in order to accommodate the additional hours required while the Registrar of Voters was temporarily assigned to the IT Department as Interim Director.
Kevin Bannon has specific elections experience and has been providing consulting services as specified in Agreement #4037, specifically: Implementation of the new voting system; implementation of Vote Centers including logistics; managing federal and state funding; designing and purchasing specific custom equipment; helping with Procurement Management; and providing overall Project Management to ensure these efforts are on track and on time.

The elections department could move forward without the additional support potentially putting the vote center effort at risk.
