DISCUSSION / BACKGROUND:

On March 1, 2023, CDPH/IVPB invited the County to participate in the Youth Suicide Prevention Reporting and Crisis Response Pilot Program (Pilot Program) with a tentative allocation of $1,037,037.  The County is one of ten California counties invited to participate in this program based on the frequency of youth suicides and suicide attempts on record.

 

In order to participate, CDPH/IVPB requested HHSA respond by March 8, 2023; therefore, HHSA submitted an acceptance to participate in the Pilot Program activities in the County through June 30, 2025. 

 

The Pilot Program will develop and test models for rapid reporting and comprehensive crisis response at the local level related to youth suicide and suicide attempts in youth ages twenty-five (25) and under.  Through this program, HHSA Public Health Division will provide services that will support/expand/sustain county-wide suicide prevention planning and coordination (e.g., development/engagement of coalitions, asset mapping, strategic planning, youth engagement) with the goal of achieving a coordinated system with ease of entry, for effective crisis response to youth suicides and suicide attempts.

 

HHSA requests the Board adopt and authorize the Chair to sign the Resolution accepting the funding and authorizing the Chair to execute Agreement 7790 with CDPH/IVPB in the estimated amount of $1,037,037, for activities through June 30, 2025.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would not be able to participate in the Youth Suicide Prevention Pilot Program and would not receive an estimated $1,037,037 in funding to support youth suicide prevention in the County, possibly putting our youth at an increased risk of suicide.

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the Fiscal Year 2023-24 Budget and will be included in future budgets for the term of the Agreement.
