Fiscal Impact/Change to Net County Cost:
There is no Fiscal Impact or Change to Net County Cost associated with potential reconsideration of the Saratoga Way Extension Project (Project) and certification of the Environmental Impact Report.
Background:
The Department of Transportation (DOT) has been engaged in a review of the current budget and the significant drop of revenues in El Dorado Hills Zone 8 TIM Fee. While these revenue projections will be discussed at length in the DOT Budget Presentation to the Board in August, 2010, DOT has in the interim reviewed its immediate funding needs and project priorities, including for the two SLPP projects for which the County has been awarded partial grant funding. At this time, DOT has determined there is not adequate funding to advance the Project into the next steps of Project delivery inclusive of design and right of way phases. As a result, DOT is focusing on the projects that can be delivered in the more immediate future and desires to delay advancing this Project until adequate funds are accumulated to pay for design, right-of-way and construction.
At such time in the future when adequate funding exists and DOT moves forward with certification of the environmental documents and approval of the Project, staff will re-present the Project and provide clarification on concerns presented at the June 29, 2010 hearing.
Therefore, DOT is recommending the Board of Supervisors move to reconsider the actions taken on June 29, 2010 to certify the environmental documents and to approve the Project regarding the Saratoga Way Extension Project. Upon reconsideration, DOT recommends that the Board:
1) Rescind the Board of Supervisor's June 29, 2010 action to certify The Environmental Impact Report on the Project dated May 2010;
2) Rescind the Board of Supervisor's June 29, 2010 action to adopt the Findings of Fact Related to the Certification of the Environmental Impact Report on the Project dated May 2010;
3) Rescind the Board of Supervisor's June 29, 2010 action to adopt the Mitigation Monitoring Plan;
4) Rescind the Board of Supervisor's June 29, 2010 action to approve the project as described in this staff report and in the Environmental Impact Report.
Action to be taken by DOT following Board approval:
1) When funding for the next phases of the Project becomes available, DOT will review and where necessary address the Project concerns raised at the June 29, 2010 hearing and return to the Board of Supervisors with re-presentation of the Project and environmental documents for certification and clarification of the Project concerns raised.
