Airports, a division of the Chief Administrative Office, recommending the Board:
1) Approve and authorize the Chair to sign the First Amendment to Agreement for Services 6452 with Brandley Engineering Inc. for the provision of as-needed airport planning and environmental services for the Placerville and Georgetown Airports with no change to the term expiring on April 4, 2027, or the total contract amount of $775,000; and
2) Authorize the Purchasing Agent to execute amendments relating to Agreement 6452 contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreement.
FUNDING: Federal Aviation Administration Grants (90%) and General Fund (10%).

DISCUSSION / BACKGROUND
The Airports Division of the Chief Administrative Office, recommends the Board approve the First Amendment to Agreement for Services 6452 for the Placerville and Georgetown Airports. Services provided by the consultant, Brandley Engineering, Inc., under Agreement 6452 include as-needed airport planning and environmental services required by the County for the Placerville and Georgetown Airports.
Agreement for Services 6452 is being amended to revise the schedule of charges to add overtime hourly rates for specific classifications and to add and replace specific articles to include updated contract provisions, including those required by the Federal Aviation Administration (FAA). The First Amendment also includes several administrative updates.
The Department also requests that the Board authorize the Purchasing Agent to execute any future amendments that do not increase the term or compensation amount of the Agreement, subject to review and approval by County Counsel.
ALTERNATIVES
The Board could choose not to approve the First Amendment to Agreement for Services 6452, recognizing that the Agreement will not include updated contract provisions, including those required by the FAA. In addition, if not approved by the Board, the Agreement will not include overtime hourly rates for specific classifications which may be required for projects needing planning and environmental services and without which could cause project delays possibly resulting in grant funding losses or delays.

FINANCIAL IMPACT
There is no fiscal impact or change to the total contract amount associated with the approval of the First Amendment.

1) Obtain the Chair’s signature on two original copies of the First Amendment to Agreement 6452.
2) Forward one fully executed original copy of the First Amendment to Agreement 6452 to the Chief Administrative Office, Airports Division, to the attention of Laura Schwartz, for transmittal to Brandley Engineering Inc.
