Health and Human Services Agency, recommending the Board:
1) Approve and authorize the Chair to sign Agreement for Services 017-S1811 with South Lake Tahoe Family Resource Center, for the support of the Latino Outreach, Prevention and Early Intervention, Project in the Tahoe Basin through the County’s Mental Health Services Act Plan, for the term July 1, 2017 through June 30, 2020, with a maximum contractual obligation of $405,450; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 017-S1811, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommending the Board approve and sign Agreement for Services 017-S1811 with South Lake Tahoe Family Resource Center and to provide Latino Outreach services for those eligible individuals, thus ensuring HHSA meets the requirements of the funding source.
Due to the specialized nature of the services required under the Project, the provision of these services are more economically and feasibly performed by the South Lake Tahoe Family Resource Center than through the County Mental Health Division.
DISCUSSION / BACKGROUND:
On August 26, 2014, the Board approved the MHSA Three-Year Plan, which covers Fiscal Year (FY) 2014-15, 2015-16, and FY 2016-17 (File 14-0806, Item 35). With each MHSA Three-Year Plan, there are Annual Updates. On August 25, 2015 and June 13, 2016, the Board approved Annual Updates (File 15-0964, Item 19 and File 15-0964, Item 2). Approval of these Annual Updates authorizes HHSA to continue contracting out for services pursuant to the MHSA Plan, through June 30, 2017. It is anticipated that HHSA will present the next Three-Year Plan in June 2017, which will cover FY 2017-18, FY 2018-19, and FY 2019-20. Anticipated to be included in the approved MHSA Plan is the "Latino Outreach" program under the Prevention and Early Intervention (PEI) component.
The Latino Outreach program is a highly effective and culturally specific intervention strategy program utilizing the Promotora model, and provides outreach, engagement, and early intervention services. The program reduces barriers to mental health care access while decreasing the health disparities experienced by the Latino population. This program addresses isolation, language barriers, and cultural traditions in the prevention of and early intervention for mental illness in the Latino population by contributing to a system of care designed to engage Latino families and provide greater access to culturally competent mental health services.
The short-term goals for this program are to increase mental health services utilized by the Latino community, thereby decreasing the isolation and peer and family problems that result from unmet mental needs. The long-term goals for this program include reducing the stigma and discrimination associated with mental illness, achievement of integration of prevention programs already offered in the community, and reduction in suicide, incarcerations, and school failure or dropouts.
The “Latino Outreach” program has successfully been provided by the South Lake Tahoe Family Resource Center for the South Lake Tahoe area since 2008. Although no substantive changes are anticipated, should the approved MHSA Three-Year Plan for FY 2017-18 through 2019-20 differ materially from the current draft and affect this Agreement, HHSA, where appropriate, will either amend this Agreement or terminate this Agreement per the contract terms.
ALTERNATIVES:
Disapproval of Agreement for Services 017-S1811 will result in HHSA’s failure to comply with the MHSA Plan Update as developed in coordination with public input and as approved by the Board of Supervisors on June 13, 2016.

FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. Sufficient appropriations were included in the fiscal year 17/18 proposed budget, and will be included in future budgets for the term of the Agreement

1) Clerk of the Board to obtain signature of Chair on two (2) original Agreements for Services 017-S1811.
2) Clerk of the Board to return one (1) fully executed Agreement to the HHSA Contracts Unit at 3057 Briw Road.
