Sheriff’s Office recommending the Board authorize the Chair to sign Amendment I to revenue Agreement 2007 with Amador County Sheriff’s Office for the term July 1, 2020 to June 30, 2025 to:
1) Increase the not-to-exceed total from $150,000 to $800,000;
2) Update the Contract Administrator; and
3) Amend the first and last paragraphs in Exhibit B - Compensation, revising the not-to-exceed amount in the first paragraph, and adding language in the last paragraph that the El Dorado County Sheriff’s Office will notify Amador County in writing of the cost of services increase in the second year of the agreement, and that the price increase will go into effect thirty (30) days after written notification.

DISCUSSION / BACKGROUND
In March 2020, Amador County Sheriff’s Office requested proposals for services relating to autopsies and pathology. Given that EDSO now has a morgue, we responded to the request and were awarded the bid.
On June 30, 2020, your Board approved Agreement #2007 with Amador County allowing the EDSO to provide full autopsies, external examinations, pathology consultation, testimony, and medical record reviews on an as needed basis for a term of five (5) years from July 1, 2020 to June 30, 2025 with a not to exceed amount of $150,000.
It was originally estimated that approximately $30,000 in services would be rendered by EDSO each year for the term of the agreement, however, the actual costs of services provided is nearing the $150,000 not to exceed amount initially programmed for the five-year-term. After evaluating the first year of the agreement, the costs of services projected over the life of the agreement is going to be approximately $160,000 per year. Therefore, we need to increase the not-to-exceed amount of the agreement between El Dorado County and Amador County. El Dorado County bills Amador County for autopsies and other services provided for an estimated seven (7) to thirteen (13) bodies each month. Various services are provided by El Dorado County to Amador County, examples are as follows :routine autopsy $1,550, external examination $800, Medical Record Review $250. On average El Dorado County bills Amador an estimated $13,000 per month. The other changes to Agreement #2007 are to update the Contract Administrator, and to revise and clarify language in Exhibit B to the Agreement.
ALTERNATIVES
We have reached the maximum not-to-exceed amount of Agreement #2007. Without this Amendment I, we cannot continue to provide morgue services to Amador County since we will not be able to recover costs

FINANCIAL IMPACT
There is no change to Net County Cost since this is a revenue generating agreement for EDSO. We will identify an increase in revenue for each fiscal year for the term of the agreement.
