Clerk of the Board recommending the Board:
1) Direct the Measure S Citizens Oversight Committee and the Strategic Economic Enhancement Development Committee to hold their regular meetings in a hybrid format which would include both in-person and live-streaming components;
2) Direct the Measure S Citizens Oversight Committee and the Strategic Economic Enhancement Development Committee to hold their regular meetings in an approved facility;
3) Direct the Measure S Citizens Oversight Committee and the Strategic Economic Enhancement Development Committee to have their regular meetings recorded and posted on the County's website following each meeting as practically feasible;
4) Direct the Measure S Citizens Oversight Committee and the Strategic Economic Enhancement Development Committee to utilize the County-prescribed legislative management software;
5) Direct any future Boards, Committees, and Commissions created by the Board that adhere to the Brown Act to utilize the County-prescribed legislative management software, hold their meetings in a hybrid format, meet in an approved facility, and post recordings of their meetings to the County's website following each meeting; and
6) Add the California Conservation Corps Conference Room located at 1949 Apache Avenue, South Lake Tahoe to the list of approved meeting facilities.

DISCUSSION / BACKGROUND
The goal of the Board is to implement consistency and transparency for all meetings to allow the public to participate in government processes. A hybrid meeting is one in which some members attend in person while others connect remotely. The benefits of these meetings allow people to attend regardless of geographical distance. It has also become an expectation of the public that public agencies conduct hybrid meetings. Hybrid meetings provide flexibility for the public to attend in person or remotely while still being able to participate in a meaningful and interactive manner.
On June 21, 2022, the Board took action that those Boards, Committees and Commissions that have a broader Countywide impact will be required to hold their regular meetings in a hybrid format which would include both in-person and live-streaming components, held in an approved facility, and meetings are to be recorded and those recordings posted on the County's website following each meeting as practically feasible.
The following is a list of currently approved facilities for El Dorado County Boards, Committees, and Commissions:
1) El Dorado County Board of Supervisors Chambers in the El Dorado County Government Center Building A, Placerville;
2) El Dorado County Planning Commission room at 2850 Fairlane Court Building C, Placerville;
3) Conference Room A in the El Dorado County Government Center Building A, Placerville;
4) Conference Room D in the El Dorado County Government Center Building A, Placerville;
5) Technical Advisory Committee Room at 2850 Fairlane Court Building C, Placerville;
6) Community Room at the Public Safety Facility at 200 Industrial Drive, Placerville;
7) Child Support Services Room at 3883 Ponderosa Road, Shingle Springs;
8) El Dorado Hills Fire Station 85, 1050 Wilson Blvd., El Dorado Hills;
9) South Lake Tahoe Health and Human Services Agency Building, 3368 Sandy Way, South Lake Tahoe; and
10) South Lake Tahoe Behavioral Health Office, 1900 Lake Tahoe Blvd., Suite 103, South Lake Tahoe.
Given Board direction through this item, the California Conservation Corps Conference Room located at 1949 Apache Avenue in South Lake Tahoe will be added to the above list of approved facilities.
Boards, Committees, and Commissions are also to utilize Legistar which is the County's legislative management program for regular meetings to provide consistency and transparency.
Since the Board action adding these requirements for meeting, two additional Committees have been created. They are Measure S Citizens Oversight Committee and Strategic Economic Enhancement Development Committee. This item is to bring those Committees in compliance with the Board's direction and provide direction for any additional Boards, Committees and Commissions created by the Board that adhere to the Brown Act to do the same.
ALTERNATIVES
The Board could decide not to approve and allow these Commissions and Committees to continue to meet as they currently do.

Legistar file 22-1056 - June 21, 2022 - Board directed Boards, Committees, and Commissions to hold their regular meetings in a hybrid format, be held in an approved facility, and be recorded and those posted on the County’s website.
