DISCUSSION / BACKGROUND
The California Construction Authority (CCA) is a Joint Powers Authority, organized in August 1988 to provide finance, design and construction services for health and safety and other projects at fairgrounds throughout California. CCA was formed through a Joint Powers Agreement entered into by Solano and El Dorado Counties and the 22nd, 32nd and 46th District Agricultural Associations.
CCA provides a complete menu of services to facilitate development for fair projects ranging from Minor ADA (Americans with Disabilities Act) hardware projects to construction of major facilities. The Authority can provide the fairs with complete turnkey project management services or a mix of services as required by a project. As of the middle of November 2023, the CCA had 99 projects totaling $170 million of construction around the State.
Fair Association Board Member, Earl “Mick” McGuire has served as El Dorado County’s representative on the CCA Board of Directors. After 50 years of service on the El Dorado County Fair Association Board of Directors, Mr. McGuire has asked to step down from his duties as representative for El Dorado County with CCA.
The Fair Association Board of Directors has requested that the representation for El Dorado County be the Fair Association Chief Executive Officer (CEO) with the Fair Association Chair of the Board of Directors as the alternate representative. The Board is being asked to appoint representatives based upon position within the Fair Association and not name as this will ensure ongoing representation for El Dorado County with CCA without the need to return to the Board if there is a change in the Fair CEO or Board Chair.

The Board could decide not to approve the request from the Fair Association.
