Department of Transportation, Maintenance and Operations Division, recommending the Board:
1) Find the purchase of one (1) cone truck is exempt from competitive bidding in accordance with County Procurement Policy C-17 Section 3.4.4 due to the use of a competitively bid contract for the purchase;
2) Authorize the Purchasing Agent to utilize the Sourcewell competitively-bid Contract 081325-NAF for the acquisition of one (1) cone truck; and
3) Authorize the Purchasing Agent to sign a purchase order to the awarded Sourcewell vendor, National Auto Fleet Group of Watsonville, CA in the amount of $252,943.20 plus applicable delivery, taxes, warranties and fees (estimated at $18,598.88) for a one-time purchase of one (1) cone truck.
FUNDING: Local Discretionary - Tribe (100%).

DISCUSSION / BACKGROUND
Department of Transportation (Transportation) is requesting authorization to purchase one (1) cone truck. The bucket truck is currently listed on the Fiscal Year (FY) 2026-27 Fixed Asset List at $250,000, however there was a savings from the aerial bucket truck that will be used to increase the cone truck budget from $250,000 to $275,000. The bucket truck was originally budgeted at $275,000 and was decreased to $250,000. The budget adjustment does not increase the overall fixed asset budget and was approved by the Chief Administrative Office on August 26, 2026.
The one (1) cone truck will be purchased utilizing Sourcewell competitively-bid Contract 081325-NAF. The County Procurement Policy C-17 Section 3.4.4, describes exceptions that may be made under this section, which requires that the item may be procured from a vendor that has a contract with another public agency; that the contract was awarded utilizing a competitive bidding process substantially the same as the County's; and that the terms of the transaction are the same or substantially the same. For this purpose, Transportation is able to utilize the Sourcewell competitively-bid Contract 081325-NAF for the purchase of one (1) cone truck.
ALTERNATIVES
The Board could choose not to approve the purchase of one (1) cone truck that is on the FY 2026-27 Fixed Asset list; however this would leave Transportation short necessary equipment to set up traffic control when the traffic unit is maintaining pavement markings.
