This retrofit project is being constructed using local funds. With the adoption of this resolution, the Board of Supervisors (Board) is obligating the Community Development Agency, Transportation Division (Transportation) to award the informal bid contract to Advanced Geotechniques, Inc. for $181,999.00.
Background
A gabion retaining wall was previously constructed along Latrobe Road near Ryan Ranch Road as part of the Latrobe Road North of Ryan Ranch Road Project. Soil conditions and surrounding drainage features have caused unexpected settlement and erosion issues which have resulted in movement to the existing wall that requires a retrofit and stabilization of the wall.
Geotechnical investigations have been performed by Youngdahl Consulting Group (Youngdahl). It was Youngdahl's professional recommendation to either remove and replace the existing wall or stabilize the wall in place with the use of a soil nailing system. Further analysis concluded that the cost and schedule impacts could be minimized by stabilizing the existing wall in place with the use of a soil nailing system.
Due to the technical and specialty nature of the soil nailing system, maintenance crews are not able to perform the improvements, and an outside contract with an experienced specialty geotechnical contractor is required.
The Latrobe Road Gabion Wall Retrofit Project was informally bid beginning August 21, 2014 and Transportation received sealed bids September 8, 2014 at 2:00 p.m. Transportation opened and read all bids received after the closing deadline in conformance with contract bidding requirements. The Engineer's Estimate that was prepared prior to bidding was $157,360.00. Three bids were received for this project, with the lowest responsive, responsible bidder being Advanced Geotechniques, Inc. with a bid of $181,999.00. The remaining two bids were received by R.A. Nemetz Construction Company, Inc. and Lorang Brothers Construction, Inc. for $299,178.00 and $332,525.00, respectively.
Reason for Recommendation
County Ordinance No. 4976 allows the Board to increase the informal bid limit from $175,000.00 up to $187,500.00. Due to the rain sensitive nature of the site conditions, timeliness of this retrofit project is paramount in mitigating damages and ensuring long term successful performance. It is imperative that the Board adopt this resolution to ensure this project can be constructed prior to the beginning of rain.
County Ordinance No. 4976 states "If all bids received are in excess of one hundred seventy-five thousand dollars ($175,000) or that amount set forth in Public Contract Code 22034, if greater, the board of supervisors may, by passage of a resolution by a four-fifths (4/5) vote, award the contract up to one hundred eighty seven thousand five hundred dollars ($187,500), or up to that amount set forth by Public contract Code 22034, if greater, to the lowest responsible bidder, if it determines the cost estimate of the county was reasonable".

1) The Clerk of the Board will obtain the Chair's signature on the Resolution.
2) The Clerk of the Board will forward a copy of the fully executed Resolution to Transportation.
