Health and Human Services Agency (HHSA) and Facilities, a division of the Chief Administrative Office, recommending the Board:
1) Accept the County Medical Services Program Healthcare Infrastructure Development (HID) Matching Grant in the total amount of $500,000 and authorize the Chair to sign the HID Matching Grant Conditional Approval Letter Acceptance; and
2) Delegate authority to the HHSA Director, or Chief Assistant Director, to serve as the authorized signers for the HID Matching Grant and to execute the resulting funding-in agreement, similar in form to the sample agreement included in the HID Matching Grant Approval Letter, for an estimated term of three years, and any future amendments thereto, which do not increase Net County Cost, contingent upon County Counsel and Risk Management approval as applicable, and subsequent administrative documents or required fiscal or programmatic reports.
FUNDING: The HID matching grant will provide up to $500,000 in funding to aid the County in meeting the local financial match requirements of the Bond Behavioral Health Continuum Improvement Program Round 1: Launch Ready Grant administered by the California Department of Health Care Services.

DISCUSSION / BACKGROUND:
On December 3, 2024, the Board adopted Resolution 211-2024, authorizing HHSA, with support from the Facilities Division of the Chief Administrative Office (CAO), to apply to the Bond BHCIP Round 1 grant in the amount of $24,000,000, approving the requisite 10% match requirement to be met with HHSA grant funds, budgeted funding and in-kind equity match, if the application was awarded (Legistar file 24-1987). The funding from this grant, if awarded, would be utilized towards a Behavioral Health Division infrastructure project and applied towards the rehabilitation and renovation of the County facilities at 299 Fair Lane, Placerville, for the purposes of expanding the County’s existing Psychiatric Health Facility (PHF) capabilities. The funding through this infrastructure plan would also establish HHSA’s Service, Outreach, Access, and Response (SOAR) Project, which is intended to provide improved management for complex mental health and substance abuse cases at a centralized, easily accessible location. In this same agenda item, the Board authorized the Chair to sign a Letter of Support, required for submission to the CMSP Governing Board, which expressed the Board’s support for the HID Matching Grant in an amount up to $1 million, to be used as part of the matching funds for HHSA's BCHIP Round 1 grant application. The Board also authorized the CAO Facilities Division to execute Agreement 9187 with Lionakis, from a prequalified competitive process, to provide the architectural and design services for the SOAR project. On April 8, 2025, the Board authorized the Chair to sign a revised Letter of Support for the HID Matching Grant, revising the amount of match funds to be awarded through this grant to $500,000 (Legistar file 25-0515).
On May 6, 2025, HHSA was awarded Bond BHCIP Round 1 funding in the amount of $24,000,000. On June 25, 2025, HHSA received the HID Matching Grant Conditional Approval Letter (Approval Letter), which requires the Chair’s signature, authorizing the Board’s conditional approval of HHSA’s HID grant amount of $500,000 to be used as matching funds for HHSA's BCHIP Round 1 grant. Included in the Approval Letter is a draft of the CMSP HID Matching grant agreement. Upon acceptance, HHSA will be able to finalize the HID funding in agreement with CMSP.
ALTERNATIVES:
Should the Board decline to approve this recommendation, the County would be ineligible to receive the HID Matching Grant in the amount of $500,000, and consequently, would need to seek alternate match funding for its BHCIP Round 1 grant. This would significantly hinder the County’s plan to expand the County’s PHF and establish the SOAR team and center.

FINANCIAL IMPACT:
There is no Net County Cost associated with this agenda item. All matching funds associated with this project will be obtained through grants, in-kind property equity match, or budgeted MHSA dollars. Sufficient appropriations were included in the fiscal year 2025-26 budget and will be included in future budgets for the term of the Agreement.
