2) Authorize the Purchasing Agent to sign Amendment II to Agreement for Services No. 381-S1310 with ADA Compliance Consultants, Inc. for on-call Americans with Disabilities Act compliance consulting services increasing compensation by $88,000, for an amended not to exceed amount of $148,000 and extending the term for an amended expiration of December 31, 2016.

DISCUSSION / BACKGROUND
In 1990 the Americans with Disabilities Act was passed that established standards for accessibility to public buildings. With the average age of a County facility approaching forty years old the County has significant work to perform in this area. Additionally, the County is currently 6 ½ years into a 10 year Consent Decree and Order to remedy its deficiencies that shall expire November 2018.
The Facilities Division has taken an organized but aggressive approach in addressing ADA deficiencies. In our effort to identify, plan, implement and record the improvements, the Division has contracted with ADA Compliance Consultants, Inc Since December 2012 they have been assisting in the inspection, planning, reporting and identification of the legal obligations at our facilities. The Division has found good value and expertise during the course of this agreement.
With the Consent Decree expiring in less than 3 ½ years, the Division is seeking to increase compensation and extend the term of this agreement so that our obligations are met by this specified time.
Near term projects include assessment and certification of County facilities located at buildings A, B, Headington Road, Spring Street and the Placerville Library.
ALTERNATIVES
County's current consultant is familiar with County locations and funding sources, and is actively coordinating our plan and response to the Court's Consent Decree and Order.
