DISCUSSION / BACKGROUND
The Bylaws attached as shown in Attachment B are being recommended for approval by the Board. Amendments to the attached bylaws as shown in Attachment A were discussed by the Fish and Wildlife Commission. The Bylaws as shown in Attachment B were approved by the Fish and Wildlife Commission on February 25, 2026. The Bylaws were submitted to County Counsel for review.
A summary of the changes to the Bylaws is listed below:
1) Chapter II, Section 2 was changed to add the language "The Commission, by majority vote will submit recommendations to the Board of Supervisors to fill Member at Large vacancies."
2) Chapter III, Section 1 was changed to add the language "South Lake Tahoe meetings commence at the hour of 2:00 P.M."
3) Chapter III, Section 1 was changed to remove the language "be held at the same place and at the same time on the following day" and add the language "be rescheduled to a date and time agreed upon by a majority of the Commission"
4) Chapter IV, Section 1 was changed to remove the language "Secretary" and add the language "Treasurer"
5) Chapter V title was changed to remove the language "Treasurer and Secretary" and add the language "Officers"
6) Chapter V, Section 1 was changed to add the language "At the first meeting of the year or if a vacancy occurs during the year, the Commission by majority vote shall elect the following officers: A Chair who shall preside at all meetings of the Commission, a Vice-Chair who shall perform the duties of the Chair in their absence and a Treasurer to oversee all financial aspects of the Commission." and changed to remove the language "The Treasurer to the commission shall be elected by a majority of the members of the commission at the first meeting of the year or if a vacancy occurs during the year and shall oversee all financial aspects of the commission which includes preparing invoices and financial reports."

The Board could decide not to approve the amended bylaws as presented.
