HEARING - To consider three separate appeals (TM-A26-0001, TM-A26-0002, TM-A26-0003) received from 1) Dean Getz, 2) Gary Kinghorn, and 3) Tara Mccann appealing the Planning Commission’s May 14, 2026 approval of Tentative Subdivision Map/Planned Development Permit TM25-0003/PD25-0005/Serrano Village M5 subdivision of an existing 8.42-acre lot into 10 residential lots in the El Dorado Hills area.

Staff recommending the Board take the following action:
1) Uphold the Planning Commission approval of Tentative Subdivision Map/Planned Development Permit TM25-0003/PD25-0005/Serrano Village M5 (deny appeals TM-A26-0001, TM-A26-0002, and TM-A26-0003), based on the Findings of Approval adopted by the Planning Commission, as may be modified by the Board; and
2) Uphold the Planning Commission finding that the project is Statutorily Exempt pursuant to Section 15182 of the CEQA Guidelines.

DISCUSSION / BACKGROUND
On May 14, 2026 (Legistar file 26-0785), the Planning Commission held a public hearing to consider a request for Serrano Village M5 subdivision on property identified by Assessor’s Parcel Number 123-020-023 (8.42 acres), in the El Dorado Hills area.
The Planning Commission approved TM25-0003/PD25-0005 with a vote of three (4) ayes and one (1) no.
Staff’s response to the appeal and conclusion is detailed in a Staff Memo attached as Attachment D.
ALTERNATIVES
Reverse the Planning Commission’s approval of TM25-0003/PD25-0005/Serrano Village M5 (approve appeals TM-A26-0001, TM-A26-0002, and/or TM-A26-0003) with Findings of Denial based upon the Board of Supervisors direction.

FINANCIAL IMPACT
An appeal fee of $450 has been collected for each appeal, TM-A26-0001, TM-A26-0002, TM-A26-0003; however, staff costs associated with this appeal exceed the collected fees. Approval of the project would allow for construction of 10 single-unit residential dwelling units, resulting in additional property tax revenue for the County.
