Fiscal Impact/Change to Net County Cost:  None.  Funding is available in the Automated Fingerprint Identification fund that has not been allocated for other purposes.
 
Background:
In 1991 the Board of Supervisors adopted Resolution No. 392-91 to collect a penalty assessment and 50 cents of every $10 collected would be provided to the Automated Fingerprint Identification fund, up to a maximum amount of $52,000 pending purchase of equipment for the initial establishment of local Cal-ID Remote Access Network sites. Thereafter, annual deposits to the Automated Fingerprint Identification fund shall be capped at $7,000 for equipment maintenance and annual line costs for operation of three local Cal-ID Remote Access Network sites.
 
Currently, the Automated Fingerprint Identification fund has a balance of $134,680.
 
Reason for Recommendation:
In Fiscal Years 2009/10 and 2010/11, penalty assessment funds were not transferred to the Automated Fingerprint Identification Fund as required by Resolution No. 392-91, and approval of this recommendation will rectify that oversight.
 
On October 21, 2011, the Cal-ID Remote Access Network Board approved a motion to request the Board of Supervisors to authorize the purchase of the following equipment, as well as authorize expenses to train staff on the use of the equipment:
 
Automated Fingerprint Identification System - $25,000
Approval of this request will provide El Dorado County with a regional fingerprint system that interfaces with and accesses the Department of Justice Automated Fingerprint Identification (AFIS) System. The speed, accuracy and functionality of the AFIS system will improve identification of criminals and subsequently enhance public safety.
 
El Dorado County Office of Education Livescan Machine - $10,000
The Livescan machine currently being used at the El Dorado County Office of Education has reached its end of life and needs replaced.
 
RECON Facial Recognition - $8,500
The RECON Facial Recognition system is a Sacramento County regional database that stores booking photos from Sacramento, Yolo and Placer Counties. This software application will provide a facial recognition system that will be used by the Sheriff's Office in the field.  Pricing is based on a per template/image charge with an initial cost of $7,500 and annual maintenance costs of approximately $1,000.
 
Action to be taken following Board approval:
The Auditor will process the attached Budget Transfer and the Sheriff's Office will begin the purchasing and training processes to deploy these devices in the field.
