Health and Human Services Agency (HHSA) recommending the Board:
1) Delegate authority to the Director of HHSA to sign Funding In Agreement 6889 with the Tulare County Superintendent of Schools for Friday Night Live/Club Live Substance Abuse Block Grant implementation and services within the County of El Dorado, for a retroactive term beginning July 1, 2022, through June 30, 2023, in an amount not to exceed $9,000;
2) Authorize the HHSA Director, or Director of Behavioral Health, to execute further documents relating to Agreement 6889, to administer said agreement and subsequent amendments, if any, as long as they do not impact net county cost and contingent upon approval by County Counsel and Risk Management; and
3) Authorize the HHSA Director, or Director of Behavioral Health, to execute any required fiscal and programmatic reports.
FUNDING: 100% Federal Substance Abuse Block Grant from the County of Tulare for Friday Night Live/Club Live.

DISCUSSION / BACKGROUND:
The U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA) provides Federal Substance Abuse Block Grant (SABG) funds to states to support substance use disorder (SUD) treatment, prevention, and recovery services for specific populations, including youth, and pregnant and parenting women. A portion of these funds are allocated to the Friday Night Live (FNL) and Club Live (CL) Programs, which are youth development programs designed to prevent alcohol and drug use. The FNL program is aimed at high-school-aged youth, while CL is directed towards middle school-aged students. In addition, FNL Kids focuses on 4th through 6th grade youth, and FNL Mentoring engages middle and high school-aged students.
The County of El Dorado, Health and Human Services Agency (HHSA), Alcohol and Drug Program currently provides services to support awareness and education related to alcohol and drug use in youth. Beginning in Fiscal Year 2022-23 the California Department of Health Care Services has opted to utilize Tulare County Office of Education to oversee the California Friday Night Live Partnership (CFNLP) and to disperse the funds to counties. HHSA will continue operating FNL programs in El Dorado County with SABG funding made available from the Tulare County Superintendent of Schools, including FNL, CL, Friday Night Live Kids (FNLK), and/or Friday Night Live Mentoring (FNLM). Furthermore, HHSA will work to become a Member in Good Standing (MIGS) and utilize the Primary Prevention SUD Data System (PPSDS) to report on all FNL programs.
The County of Tulare provided the agreement to HHSA in August 2022, therefore bringing this retroactive agreement before the Board was unavoidable. HHSA now brings this item to Board with a retroactive term beginning July 1, 2022, through June 30, 2023.
ALTERNATIVES:
Should the Board decline to approve this recommendation, HHSA would fail to provide Friday Night Live program services within the County of El Dorado for the County of Tulare, resulting in a loss of SABG revenue.
