DISCUSSION / BACKGROUND

The El Dorado County Sheriff’s Office (EDSO) is allocated a Human Resources (HR) Technician that will soon be vacant in the Support Services’ Personnel Unit. EDSO requested that HR review the need to continue using an HR Technician versus another classification that would allow greater versatility in supporting the Support Services Division. Both EDSO and HR determined that an Administrative Technician allocation would be a better fit for current programmatic needs while still being able to perform some of the more routine HR Technician work without working “out of class.” The Administrative Technician position allows for a wider range of administrative support work, including, confidential secretarial, technical, and administrative support duties, without prohibiting the position from performing several HR Technician duties such as conducting EDSO-specific recruitments, processing personnel transactions, and tracking employee training and orientation. HR has reviewed and supports Sheriff’s Office recommendation to delete the HR Technician while it is vacant and adding an Administrative Technician with Confidential (CO) designation. The CO designation is to maintain the position's ability to access sensitive personnel information including discipline, settlement agreements, and labor relations-related duties.  

 

Additionally, the Sheriff’s Office is recommending an existing Administrative Analyst allocation be designated as CO to fully support the Personnel Unit’s operations. This Analyst will provide direction and routine supervision to the Administrative Technician noted above. It will support the more complex personnel actions and serve as a technical expert for EDSO-specific recruitments. An ancillary aspect of this position will be duties related to coordinating policy making, discipline processing and documentation, ensuring settlement agreements are followed, and supporting management in the bargaining process by collecting data and drafting correspondence for management review. Human Resources has reviewed and supports Sheriff’s Office recommendation.

 

 

ALTERNATIVES

The Board may choose not to approve the allocation changes and bargaining unit modifications and direct HR to conduct additional analysis.

FINANCIAL IMPACT

Dependent upon the recruitment timeline, the increased salary associated with the addition of 1.0 FTE Administrative Technician is estimated at $4,500 for the remainder of FY 2023-24; and $9,000 annually, which includes the deletion of 1.0 Human Resources Technician.  The modification of Administrative Analyst I/II to a Confidential position is estimated at $5,500 for the rest of the remainder of FY 2023-24; and $11,000 annually.  The current year increase is anticipated to be offset by salary savings from vacancies, however, future increases will be an additional General Fund cost.
