No change. Sufficient appropriations for the purchase of the two SMART Boards and two Audience Response Systems are included in the Agency's FY 2013-14 Budget. Following Board approval a budget transfer will be processed to adjust the Agency's FY 2013-14 Budget to increase fixed asset appropriations and reduce Salaries & Benefits and Services & Supply appropriations by a corresponding amount.
Background
The Preparedness Program is grant funded by the California Department of Public Health (CDPH) to provide response education and training for staff partners and the public. The Health and Human Services Agency (HHSA) administers the Preparedness Program for El Dorado County and offers services in Placerville and South Lake Tahoe. The fixed assets requested will allow the program to conduct preparedness trainings and exercise activities interactively to improve learning outcomes and advance the agency's ability to be ready in the event of a disaster. Specifically, the SMART boards will be used for back up in the Department Operations Center (DOC) at satellite offices in South Lake Tahoe and the Agency's admin building as well as interactive situation status boards. Additionally, they will be used in Public Health Preparedness trainings, exercises and workshops to enhance efficiency and foster collaboration throughout the Agency and with partners. The SMART boards will be used during Public Health Preparedness (PHP) partnership meetings, exercise planning meetings, and training and exercises conducted with the PHP Partnership. The interactive Audience Response Systems will improve preparedness trainings to: 1) confirm audience's understanding of presentation; 2) create an interactive learning environment; 3) improve attentiveness to presentations; and 4) increase retention of information presented. The Preparedness staff is frequently in the field conducting emergency preparedness education classes to the Community and partner groups. This system will allow Preparedness staff to engage the audiences, evaluate the effectiveness of their presentations and make any necessary course corrections to improve trainings.
Reason for Recommendation
The Preparedness Program Fiscal Year 2013-14 grant funding is higher than anticipated due to CDPH allowing 100% carryover of unexpended funds from the previous fiscal year. Funding for this purchase is one-time-only and is available through June 30, 2014. On January 9, 2014, CDPH approved the purchase of the identified equipment.
