Department of Transportation recommending the Board consider the following pertaining to the Cosumnes Mine Road Bridge Fire Damage Repair Project, Capital Improvement Program project number 36102028, Contract No. 7450:
1) Approve and adopt the Plans and Contract Documents and authorize the Chair to sign the Plans; and
2) Authorize advertisement for construction bids.
FUNDING: FEMA - Federal Disaster Funding (83.26%), Cal OES - State Disaster Funding (8.11%) General Fund Disaster Set-Aside (8.63%).

DISCUSSION / BACKGROUND
The Cosumnes Mine Road Bridge Fire Damage Repair Project (Project) includes replacement of the timber decking and guardrail components on the existing bridge and on Cosumnes Mine Road. The repairs are necessitated by damage caused by the Caldor Fire.
This project is federally funded, therefore both California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) compliance is required. A CEQA Notice of Exemption has been recorded. The NEPA clearance was provided for as part of the FEMA Site Inspection Report when the Project was approved.
No environmental permits or right of way is needed for this Project.
The Contract Documents include all required federal provisions and incorporate the current Caltrans Disadvantaged Business Enterprise (DBE) requirements. The DBE goal is 8%.
Authorization for construction funding has been received for this Project.
ALTERNATIVES
1) The Board could choose not to approve the Contract Documents. Transportation will make any changes requested by the Board and return at a later date.
2) The Board could choose not to authorize advertisement for construction bids. Transportation will make any changes requested by the Board and return at a later date.
3) The Board could choose to cancel the Project.
PRIOR BOARD ACTION
April 9, 2024, Legistar File 24-0529, Board of Supervisors approved temporary closure of Cosumnes Mine Road until the repairs are completed.
OTHER DEPARTMENT / AGENCY INVOLVEMENT
County Counsel and Risk Management have reviewed and approved the Plans and Contract Documents.

Approve as recommended.
FINANCIAL IMPACT
The total estimated cost for Project construction is $1,266,000, which includes construction items of work, supplemental items of work, construction management, environmental monitoring, inspection, materials testing, and contingencies.
There is no financial impact or change to net County cost associated with this item for the construction of the Project. The Board will not obligate the County with the current requested action. The obligation will result from the subsequent action of awarding the bid for the construction contract.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk will obtain the Chair's signature on the construction Plans for the Project.
2) The Clerk will forward the original signed Plan set to Transportation, Headington Engineering, attention Jen Rimoldi.
TRANSPORTATION FOLLOW UP ACTIONS
Transportation will advertise the Project for bid proposals and return to the Board with recommendations for award at a later date.
