DISCUSSION / BACKGROUND

Department of Transportation, Maintenance and Operations Division (Transportation) recommends approving a "No Parking" zone on the west side of Cambridge Road from Calido Court and on both sides of Cambridge Road from Cameron Park Lake entrance southerly to Sandhurst Drive and a "No Parking" zone along the south side of La Canada Drive from 160 feet east of Royal Park Drive to 160 feet west of Royal Park Drive.

 

Cambridge Road

A no-parking survey was conducted to address parking concerns on Cambridge Road, at the request of the Cameron Park Community Services District (CPCSD).  In the letter, CPCSD reported that "when cars are parked on the street, it is extremely difficult to see vehicles traveling on Cambridge Road from the north and the south.

 

Transportation, Traffic Unit Staff conducted two field visits in January 2026, one in the morning and one in the afternoon. Parked cars were observed blocking sight distances immediately north of the Cameron Park Lake entrance/exit onto Cambridge Road. Similarly, it was observed that the left turn onto Cambridge Road from Calido Court had the same issue with cars parked to the north, blocking sight distance. Sight distance was measured at one hundred twenty-three (123) feet, far below the safe level. Findings showed vehicles parked on Cambridge Road would restrict the minimum safe sight distance for a 35-mile-per-hour (MPH) speed zone, creating an unsafe condition.

 

LaCanada Drive

A study for La Canada Drive was initiated in response to a request from the public. The road is considered a major collector as it is used to connect Cambridge Road and Cameron Park Drive.

 

Transportation staff conducted two field visits in January 2026, one in the morning and another in the afternoon. Parked cars were observed blocking sight distances to the east and west of Royal Park Drive along La Canada Drive. After staff drove the road several times and attempted several turns, sight distances at the Royal Park Drive intersection with La Canada Drive were measured at one hundred forty (140) feet to the west and one hundred thirty (130) feet to the east. The minimum suggested sight distance length for a 25 MPH speed zone is one hundred fifty-five (155) feet.

 

Based on California Vehicle Code, Section 22500, which allows local authorities to establish stopping, standing, or parking restrictions on County roadways, the West Slope Traffic Advisory Committee held a meeting on May 27, 2026, and voted unanimously to establish a "No Parking" zone on the west side of Cambridge Road from Calido Court and on both sides of Cambridge Road from Cameron Park Lake entrance southerly to Sandhurst Drive and a "No Parking" zone along the south side of La Canada Drive from 160 feet east of Royal Park Drive to 160 feet west of Royal Park Drive. The following is the final recommendation approved by the West Slope Traffic Advisory Committee:

 

ADD:

 

“(fa) “No Parking Any Time” on the west side of Cambridge Road (No. 306) zone along the west side of Cambridge Road (No. 306) between a point starting at its intersection with Calido Court (No. 391) northerly and a point 150 feet north of its intersection with Calido Court (No. 391), and along both sides of Cambridge Road (No. 306) between a point starting at its intersection with the entrance to Cameron Park Lake southerly and a point ending at its intersection with Sandhurst Dr (No. 540) northerly.” 

 

“(fb) “No Parking Any Time”  zone along the south side of La Canada Drive (No. 371) from 160 feet east of Royal Park Drive (No. 500) to 160 feet west of Royal Park Drive (No. 500).”

 

ALTERNATIVES

The Board could choose not to agree with the West Slope Traffic Advisory Committee's decision and not to establish parking restrictions on Wilson Boulevard or no-stopping restrictions on Buckeye Road.

FINANCIAL IMPACT

Installation of No Parking signs on Cambridge Road is estimated at $4,800 and No Stopping signs on La Canada is estimated at $4,000. Funding to complete the work is included in the Fiscal Year 2026-27 adopted budget.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk will obtain the Chair's signature on one (1) original of each Resolution.

2) The Clerk will forward one (1) copy of each Resolution to Department of Transportation, attention Ashley Johnson.
