Fiscal Impact/Change to Net County Cost:  No change. The amount of federal funds payable by the State to El Dorado County under this Contract as amended is $562,046, a reduction of $1,372 from the original grant of $563,418.  A portion of the funding is budgeted for FY 2006/07 and the remainder is included in the FY 2007/08 Budget Request.  
 
Background: Historically, the California Department of Community Services and Development (CSD) issues contracts for services on the calendar year based on anticipated federal funding carried by federal Continuing Resolution.  The 2007 LIHEAP funding amount recently received by CSD for statewide distribution was slightly less than the FY 2006 initial base funding allocation.  That reduction, combined with minor adjustments made to allocations as a result of changes to the method by which carryover funding is reallocated, comprises the $1,372 overall reduction to El Dorado County for 2007.  LIHEAP continues to be funded by Continuing Resolution.  CSD will issue another amendment to the 2007 LIHEAP contract in the event of a funding increase with the approved 2007 Federal Budget.
 
Reason for Recommendation: Amendment 1 to Contract 07B-5408 reduces the allocation for provision of Weatherization services by $2,230 (from $221,717 to $219,487) and increases the allocation for provision of Energy Assistance services by $858 (from $341,701 to $342,559) This results in an overall decrease of $1,372 for services to eligible residents of El Dorado and Alpine Counties during the contract period of January 1, 2007 through December 31, 2007. These services have historically been in great demand, and high energy costs render them even more critical to many frail, vulnerable residents on fixed incomes.  The minor adjustments in the grant allocation will not impact the Departments County budget or its ability to provide LIHEAP services.
 
Action to be taken following Board approval: Board Clerk to provide Department with four (4) copies of Amendment 1 to 2007 LIHEAP Contract 07B-5408 signed by Chairman and three (3) Certified Resolutions.
