Fiscal Impact/Change to Net County Cost:
The total construction cost associated with the EID sewer line installation work is estimated at $1,953,538. EID shall be responsible for one hundred percent (100%) of the actual costs associated with the sewer line installation work. EID will also pay the County an additional twenty six percent (26%) of the direct construction costs as reimbursement for indirect construction items, including flagging, construction management, traffic control, water and dust pollution controls, and other related costs, bringing the total estimate to $2,461,458. The cost of the work and anticipated revenue has been included in the budget for the Durock Road and Business Drive Traffic Signal and Intersection Widening project.
There is no net cost to the County General Fund associated with this agenda item.
Reason for Recommendation:
The El Dorado County Department of Transportation plans to make improvements to Durock Road and EID is installing sewer lines in the same road segment. The EID facilities consist of the installation of approximately 2,300 linear feet of 20-inch sewer line between Shingle Lime Mine Road and Product Drive on Durock Road.
EID has requested the County include the installation of EID facilities in the County's construction bid package, award documents, and construction contract for the Project. The Department of Transportation supports the inclusion of EID's work in the County's construction package in order to better coordinate the construction within the roadway segment, shorten the duration of the impact to the traveling public, and reduce overall impacts to the County and EID that would be associated with preparing and administrating two separate contracts.
EID's Right of Way and permits necessary for the project have been secured by EID.
Action to be taken following Board approval:
1. The Board Chairman will sign two (2) originals of the "Construction Responsibility and Reimbursement Agreement Between the County of El Dorado and the El Dorado Irrigation District," Agreement #07-1404;
2. The Board Clerk will retain an original Agreement and return an executed original
agreement to the Department for further processing.
