Body

DISCUSSION / BACKGROUND

The Tentative Map (TM 07-1440-R-2) for the Summer Brook project was approved by the Planning Commission on August 9, 2018. On September 28, 2021 (Item 19, Legistar #21-1434), the Board approved the Green Valley Road Road Improvement Agreement #21-54989 (Agreement), between the County and the Developer, Summerbrook, El Dorado, LLC (Developer).

On August 29, 2023 (Item 22, Legistar #23-1467), the Board authorized Amendment 1 to the Green Valley Road RIA, extending the performance period to July 7, 2024.

Work contemplated in the Agreement includes improvements to the frontages along the north side of Green Valley Road, along with intersection improvements on Green Valley Road at Pleasant Grove Middle School and the new internal Silverleaf Drive. The road improvements are substantially complete but frontage improvements are still underway.

The proposed amendment extends the performance period to July 7, 2025, which will allow the Developer time to complete any remaining items and finalize the improvements. Transportation policies require a valid performance period at project completion.
