Health and Human Services Agency recommending the Board approve and authorize the Chair to sign a Fiscal Year 2023-24 Budget Transfer Request for the Animal Services Division to reallocate funds from Salaries and Benefits to Fixed Assets in the amount of $20,000 to accommodate a cost increase to the previously approved dog box purchase and installation (4/5 vote required).

 

FUNDING: 68.7% General Fund, 7.2% City of Placerville, 12.4% Public Health Realignment, 11.7% Fees and court fines.

DISCUSSION / BACKGROUND:

HHSA is recommending the Board approve the Chair to sign a budget transfer to shift savings in budgeted Salaries and Benefits (due to staffing vacancies) to Fixed Assets. There will be no change in budgeted Net County Cost.

 

Animal Services requires the installation of a dog box in every service truck in order for Animal Services Officers to sufficiently and safely complete their daily duties.  There is currently one vehicle replacement planned with a new dog box purchase and installation budgeted at $45,000. The truck has been ordered by fleet, however, due to supply chain issues and cost increases, the updated quote for the dog box and installation is higher than what was originally budgeted. In order to avoid delays in this replacement vehicle becoming operational, a budget transfer is requested to increase Fixed Asset appropriations in the amount of $20,000 so the purchase and installation of the dog box can begin as soon the vehicle is received.

 

The mission of the Animal Services Division is to promote the health and safety of people, their animals, and the communities of El Dorado County. The Division provides Field Services, a Rabies Control Program, and Animal Shelter Operations. This budget traing request item will assist in providing Field Services.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA Animal Services will not be able to adequately use the replacement vehicle, rendering one office without sufficient resources to perform daily duties.

CAO RECOMMENDATION:

Approve as recommended.

 

FINANCIAL IMPACT:

If approved, the Budget Transfer Request will increase Fixed Asset appropriations for the HHSA Animal Services Division by $20,000 in FY 2023-24. There is no impact to currently budgeted County General Fund, as savings from staffing vacancies can be shifted to cover the increase in the cost of the Fixed Asset item.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Obtain signature of Chair on the attached Budget Transfer Request; and

2) Submit the BTR to the CAO office for further processing.
