DEPARTMENT RECOMMENDATION
Community Development Services (CDS), Department of Transportation (Transportation), is recommending the Board approve and authorize the Chair to sign the Amended Cooperative Agreement A-1 (Amended Agreement) to Cooperative Agreement 12-53501 (Agreement) with the El Dorado Hills Community Services District (CSD) to extend the expiration date of the Agreement by two years to December 13, 2019. This Amended Agreement gives authority to the County to construct the New York Creek Trail East - Phase 2, Capital Improvement Project 72308, Class 1 Bike Path, within CSD property. Construction of Phase 2 will not be completed before the current Agreement expires on December 13, 2017.
Transportation recommends the Board approve this item to allow for completion of Phase 2 within the extended term of the Agreement.
DISCUSSION / BACKGROUND
Transportation has been working with the CSD since 2009 to advance the New York Creek Trail East Class 1 Bike Path Project, which is included in the El Dorado County Bicycle Transportation Plan. Project improvements include an 8-foot wide paved Class 1 Bike Path with a 2-foot shoulder on both sides.
Based on the common objective of the County and CSD to construct a Class 1 Bike Path within El Dorado County and on properties owned by the CSD, referred to as the New York Creek Trail East Project (Project), the County and CDS entered into the Agreement on December 13, 2012, as authorized by the Board on October 30, 2012 (Item 27). Within the Agreement’s recitals, it notes that the Project would be designed and constructed in two phases, recognizing that the design for Phase 2 was still conceptual and subject to available funding.
With Project design completed in March of 2013, construction of Phase 1 began in April 2013 and was completed in May 2013. During Phase 1, approximately 1,300 linear feet of bike path was constructed between New York Creek and Silva Valley Parkway.
Phase 2 of the Project will complete the bike path from Tam Oshanter Drive east across New York Creek to the New York Creek Trail. The Project schedule initially slated construction of Phase 2 to be completed in Fiscal Year 2016/17. Due to delays in obtaining various environmental permits, construction will not be completed by the December 13, 2017, expiration date of the Agreement. With approval of the proposed Amended Agreement, the expiration date will be extended by two years to December 13, 2019, which will allow adequate time to complete Phase 2.
ALTERNATIVES
If the Agreement term is not extended, construction of Phase 2 will stop. The intent of Phase 2 is to improve surface transportation safety along Silva Valley Parkway and El Dorado Hills Boulevard, by giving bicyclists and pedestrians alternatives to using these arterial roadways. Phase 2 will also encourage the reduction of vehicular traffic by providing alternative transportation opportunities for bicyclists and pedestrians who would otherwise use motor vehicles for transportation within the Project area.
