DISCUSSION / BACKGROUND

The Health and Human Services Agency (HHSA) seeks to establish the new classification of Agency Compliance Officer (ACO), to support evolving organizational needs and priorities. Creating this role will centralize responsibility for implementing a consistent, agency-wide approach to compliance and privacy oversight, functions that are currently distributed across multiple divisions.

 

Establishing the ACO will enhance coordination across divisions and strengthen HHSA’s ability to identify, monitor, and mitigate regulatory and financial risk. This position will oversee agency-wide compliance activities, develop and implement policies, procedures, and monitoring systems; coordinate responses to audits and investigations; ensure adherence to privacy requirements; and support continuous quality improvement initiatives.

 

The classification study conducted by Human Resources supports the creation of this role and concludes that it will strengthen HHSA’s regulatory infrastructure, promote consistent agency-wide practice, and reduce exposure to federal and state sanctions, thereby enhancing accountability, service delivery, organizational integrity and improving public trust.

 

ALTERNATIVES

The Board could choose not to approve the actions as recommended and direct Human Resources and the Health and Human Services Agency to conduct further analysis.

FINANCIAL IMPACT

There is no financial impact for this item, however, once an allocation is added to HHSA’s personnel allocation it will be funded through the HHSA Indirect Cost Rate.
