Background:
First 5 El Dorado has contracted with the Library over the last four years to provide early literacy services and programs to over 2,000 children and their caregivers at all six library branches and Northside School, as well as outreach services to 127 early childhood education sites, medical clinics and offices and other community sites. With First 5 funding, Library staff have developed a variety of effective age-appropriate early literacy classes that have successfully helped the library to achieve its mission to promote literacy and education. Library circulation of books for young children has increased by an average of 22 percent since beginning the partnership with First 5.
 
Reason for Recommendation:
This agreement is an expansion of the Ready to Read @ the Library program. Currently the programs are entirely staffed with temporary extra-help employees. However, the scope and size of the project has increased dramatically over the years and the popularity and success of the programs now requires dedicated staffing to fully coordinate and expand the programs. This agreement provides $292,224 for a combination of permanent and temporary extra-help positions. The grant also provides $92,680 for library books, books to give to participants and supplies.
 
The Library will postpone the hiring of any permanent positions until the 2010-2011 El Dorado County Budget is finalized in September 2010. Extra-help employees will implement a limited number of programs until that time. The Library will work with Human Resources to determine the appropriate job classification(s) and will bring the Personnel Allocation Resolution to the Board for approval at a later date. Following approval, permanent positions will be recruited and advertised as being limited term which allows the positions to terminate at the end of the grant period without further action.
 
Action to be taken following Board approval:
Library to implement First 5 programming.
Human Resources to identify appropriate job classification for positions.
Library to work with Human Resources to fill grant-funded positions.
