Fiscal Impact/Change to Net County Cost: This Agreement provides $79,206 in Immunization Action Program Grant funding to Public Health for the 2007/2008 fiscal year, of which up to $36,000 will be shared with the El Dorado County Community Health Center, and is included in the FY 07/08 budget.

Background: The Pediatric IAP, now in place in El Dorado County, focuses on public awareness and education, prevention, surveillance and outbreak control of diseases such as polio, diphtheria, tetanus, pertussis, measles, rubella, mumps, hepatitis-a, hepatitis-b, pneumonia, varicella (chicken pox) and hemophilus influenza.   It also allows the Department to act as a consultant to the entire El Dorado County medical community regarding immunizations.

Reason for Recommendation: County-wide assessment of immunization levels and prompt response to disease outbreak continue to be an important focus of the Plan.  The Public Health Department is endeavoring to increase public awareness, thereby optimizing El Dorado immunization levels and, if possible, completely eliminating illness and death due to vaccine preventable diseases in the County.  A portion of this funding will be shared with the El Dorado County Community Health Center through a new agreement.  Those funds will assist them in their immunization efforts.  That subcontract will be submitted to the Purchasing Agent for review and signature.

Action to be taken following Board approval:

1)  Chairman to sign eight (8) face sheets of the attached Agreement;
2)  Chairman to sign one copy of the contractor Certification Clauses (CCC);
3)  Board Clerk's Office to provide two (2) Minute Orders to Department;
4)  Board Clerk's Office to forward all signed documents to Public Health;
5)  Public Health to return all documents to the State;
6)  Department to receive fully executed Agreement from the State, will copy for distribution, and send original to Board Clerk; and
7)  Department to distribute share of funding with the El Dorado County Community Health Center for participation in the Immunization Action Program through a subcontract.
