Fiscal Impact/Change to Net County Cost:
There is no fiscal impact directly associated with adoption of the policy.  Funding for tuition reimbursement would have to be included in individual departments' budgets.  
 
Background/Reason for Recommendation:
The Board of Supervisors Section E Personnel and Payroll Policy E-8 "Tuition Reimbursement" is the result of the collective bargaining process. The Director of Human Resources during the negotiation process was charged with the task to create the first full comprehensive Memorandum of Understanding (MOU) between the County of El Dorado and several salaried bargaining units that have previously been governed by the terms and conditions of the Salary and Benefits Resolution 323-2001, as amended. The Director of Human Resources was provided direction by the Board to carve out the tuition reimbursement section from the Salary and Benefits Resolution 323-2001 as a stand alone Board policy and not to include this section in the respective Memoranda of Understanding.  Approval for the specific language of the policy was obtained in closed session from the Board of Supervisors.
 
The language for Policy E-8 is derived from the existing Salary and Benefits Resolution 323-2001, Section 17, Tuition Reimbursement, subsection 1701. Employee-Requested Courses, and subsection 1702. County Required Training.
 
 
Action to be taken following Board approval:
 
Upon notification of approval by the Clerk of the Board, Human Resources will work with Information Technologies to update the County website with the approved and adopted policy; Human Resources will  notify department heads of Board adoption of policy.
