Sheriff's Office recommending the Board approve and authorize the Chair to:
1) Sign a Governing Body Resolution 078-2026 for the Fiscal Year 2025 Emergency Management Performance Grant to accompany the application for grant funds sub-granted through the California Governor's Office of Emergency Services in the amount of $157,391, for the retroactive period of July 1, 2025 through June 30, 2027; and
2) Sign a Governing Body Resolution 079-2026 for the Fiscal Year 2025 Homeland Security Grant Program to accompany the application for grant funds sub-granted through the California Governor's Office of Emergency Services in the amount of $234,278, for the retroactive period of September 1, 2025 through May 31, 2028.

DISCUSSION / BACKGROUND
California Governor's Office of Emergency Services (Cal OES) makes funds available each fiscal year to support comprehensive emergency management at the state, tribal, and local levels to encourage the improvement of mitigation, preparedness, response and recovery for all hazards. The EMPG requires a dollar-for-dollar match to ensure that counties are making a similar investment in this important function. The HSGP does not require a match.
Cal OES requires that a resolution (by title and not name) accompany the application from a public agency governing body authorizing its agents to execute for and on behalf of that public agency applications for federal grant funds. To avoid having to obtain a resolution each year, Cal OES has allowed up to three-years of grant applications to be authorized in this resolution.
The Sheriff's Office will be submitting an application for this EMPG allocation of $157,391 for the retroactive term of July 1, 2025 through June 30, 2027 with a County match requirement of 100% by the grant application deadline of April 30, 2026. The Sheriff's Office of Emergency Services (OES) staff spends 100% of their time on tasks that are reimbursable through this EMPG grant. The OES staff salaries are already budgeted and paid by the General Fund, so the match is already being met. The grant is a fiscal benefit to the County in that it will provide partial funding for the OES staff salaries.
Additionally, on March 30, 2026, the Sheriff’s Office was notified it had been awarded the funding for the FY 2025 HSGP in the amount of $234,278 for the retroactive term of September 1, 2025 through May 31, 2028. Annually, the Sheriff and four other voting members (County Fire, City Police, City Fire, and Public Health) meet to discuss the needs of the County and determine the most appropriate uses of the funding. The FY 2025 HSGP plays an important role in the implementation of the National Preparedness System (NPS) by supporting the building, sustainability, and delivery of core capabilities essential to achieving the NPS of a secure and resilient nation. Delivering core capabilities requires the combined effort of the whole community, rather than the exclusive effort of any single organization or level of government.
The objective of the FY 2025 HSGP is to provide funds to eligible entities to support state, local, tribal, and territorial efforts to prevent terrorism and other catastrophic events and to prepare the nation for the threats and hazards that pose the greatest risk to the security of the United States. The FY 2025 HSGP’s allowable costs support efforts to build and sustain core capabilities across the Prevention, Protection, Mitigation, Response, and Recovery mission areas. El Dorado County has been awarded $234,278 for the FY 2025 grant which will be used by various County entities to protect and serve El Dorado County.
In past grant cycles, the County has used these funds to improve communications systems between agencies, purchased tactical equipment for use during a large catastrophic disaster, a robot used to disarm bombs protecting lives and infrastructure, air cleaners to be used in the event of wildfires that were utilized during the Caldor Fire, and various additional items used to protect the community and ensure continuity in light of any foreseeable disaster.
ALTERNATIVES
Failure to provide these resolutions to the State would disallow the Sheriff's Office from applying for the grant awards that are sub-granted through the Cal OES.
