Health and Human Services Agency recommending the Board:
1) Approve and authorize the Chair to sign Agreement for Services 2088 with Infant Parent Center, for the provision of clinical services, outreach, linkage to other services, and stigma and discrimination reduction in support of Children 0-5 and their families on an “as requested” basis, for the term March 1, 2018 through June 30, 2020, with a maximum contractual obligation of $575,000; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 2088, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: Mental Health Services Act and Medi-Cal funding.

DEPARTMENT RECOMMENDATION:
Health and Human Services Agency recommending the Board approve Agreement for Services #2088 with Infant Parent Center, for the provision of clinical services, outreach, linkage to other services and stigma and discrimination reduction in support of Children 0-5 and their families on an “as requested” basis, for the term March 1, 2018 through June 30, 2020, with a maximum contractual obligation of $575,000.
This Agreement #2088 provides clinical services, outreach, and linkage to other services, in accordance with HHSA’s Mental Health Services Act (MHSA) Three-Year Program and Expenditure Plan, “Prevention and Early Intervention (PEI)” component. This project was incorporated into the MHSA plan under the PEI component, and included in the MHSA Plan for 2017-18, as approved by the Board on June 20, 2017 (File ID 17-0551; Item 33).
Additionally, HHSA has determined, in accordance with County Ordinance Section 3.13.030, it is more economical and feasible to engage an independent contractor to provide specialized mental health services for children.
DISCUSSION / BACKGROUND:
On May 3, 2016, the Board of Supervisors approved Agreement for Services 007-S1711 (File ID: 16-0360; Agenda Item 15) for the provision of clinical services, outreach and linkage to other services in accordance with the MHSA Plan PEI Component “Children 0-5 and their Families,” the objective of which is to provide early intervention by addressing the needs of young children who may be experiencing symptoms related to adjustment disorder, oppositional defiance disorder, and other childhood emotional disorders. Services were primarily focused on the Western Slope of the County and since the execution of the Agreement it has become apparent that there is a need for these services in the South Lake Tahoe Region. Execution of Agreement #2088 will ensure availability of these services in South Lake Tahoe.
ALTERNATIVES:
Disapproval of Agreement for Services #2088 will result in difficulty meeting the service demands of the community and HHSA’s mandated service requirements, as well as disrupt the progress and continuity of care for clients currently receiving services from this vendor.

It is recommended that the Board approve this item.
FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. Sufficient appropriations are included in the FY 2017-18 budget, and will be included in future budgets for the term of the Agreement.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) Clerk of the Board to obtain signature of Chair on two (2) original Agreements for Services #2088.
2) Clerk of the Board to return one (1) fully executed Agreement to the Chief Administrative Office Procurement and Contracts Division.
