Background:
The City of South Lake Tahoe has been awarded a grant (#AL10120) from the State of California Office of Traffic Safety, to enable the South Lake Tahoe Police Department to serve as host agency for a Regional DUI effort in El Dorado County to reduce alcohol-involved fatalities and injuries and raise general public awareness regarding the problems associated with drinking and driving.  
 
Reason for Recommendation:
The Probation Department is requesting authorization from the Board of Supervisors for the Chief Probation Officer to sign the participating agency MOU #441-M1011.  This MOU details the South Lake Tahoe Police Department and the County of El Dorado Probation Department's cooperative efforts to reduce alcohol related injury and fatal traffic collisions in El Dorado County.  
 
Budgeted grant activities will be conducted by Probation personnel on an overtime basis; overtime hours and related expenses will be reimbursed under grant #AL10120 and MOU, 441-M1011.  Grant funds can not be used to supplant existing services.  Therefore only hours spent in excess of regular working hours can be funded with this grant.
 
The term of the Project Period is March 1, 2010 thru September 30, 2012.  The MOU date is June 29, 2010 however; the MOU is retroactive to March 1, 2010.  Probation first provided the MOU to County Counsel in April and it was disapproved at that time.  It was resubmitted in June at which time it was approved by County Counsel.  Probation will not be providing any services under this MOU until it is approved by the Board.
 
The County of El Dorado employee responsible for administering this MOU is Gregory S. Sly, Chief Probation Officer.    
 
Action to be taken following Board approval:
1)    Chief Probation Officer to sign MOU #441-M1011.  
2)    Department to return executed originals to South Lake Tahoe Police Department and the County of El Dorado Board of Supervisors.
3)    Department to submit invoices and backup documentation to the SLT PD for reimbursement promptly following enforcement activities.
