Sheriff's Office recommending the Board:
1) Make findings in accordance with County Ordinance 3.13.030(b) that the services provided by the Contractor are in the best interest of the public and that there are specialty skills, qualifications, and equipment not expressly identified in County classifications involved in the performance of the work;
2) Make findings in accordance with Procurement Policy C-17 Section 3.4.2, Sole Source/Single Source that Agreement for Services 9411 with California Forensic Medical Group (CFMG) is exempt from the competitive bidding process;
3) Approve and authorize the Chair to sign Agreement for Services 9411 with CFMG, to provide California Advancing and Innovation Medi-Cal planning and implementation consulting services for the term of three years upon execution and with an amount not to exceed $350,000; and
4) Authorize the Purchasing Agent to execute amendments relating to Agreement 9411, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreement

DISCUSSION / BACKGROUND
The CalAIM initiative is a statewide comprehensive program that focuses on connecting incarcerated individuals to community-based care upon release, including Medi-Cal enrollment and access to behavioral and social services. Key aspects of the CalAIM Justice-Involved Initiative include re-entry planning, Medi-Cal enrollment, pre-release services, continuity of care, and multi-departmental collaboration. CalAIM’s primary initiative is to help incarcerated individuals prepare to reintegrate into the community post-release from jail. These services are critical to ensuring that formerly incarcerated individuals receive the necessary care and support they need to successfully reintegrate into the community, reduce recidivism, and improve long-term health outcomes.
To further enhance these efforts, CFMG will be providing a dedicated project manager to assist with the CalAIM initiative implementation. This added support will streamline processes, ensuring efficient coordination and implementation of services. Since CFMG currently provides jail medical services, their deep understanding of the correctional healthcare landscape will allow for greater efficiencies in integrating medical, behavioral health, and social services. By leveraging CFMG’s existing infrastructure and expertise, the initiative can more effectively bridge the gap between the Sheriff’s Office County Jail facilities and community-based care, improving overall outcomes for justice-involved individuals.
Given that CFMG is the sole provider of Jail Medical Services, County Counsel and the Procurement and Contracts Division of the Chief Administrative Office advised the Sheriff’s Office to use the exemption from competitive bidding in accordance with Procurement Policy C-17 Section 3.4.2, Sole Source/Single Source due to the procurement being for services where the continuity of providers will provide efficiency or critical knowledge, and other providers of the goods cannot provide similar efficiencies or critical knowledge.
ALTERNATIVES
The Board could choose not to approve this, but it would leave a gap in the medical care services for inmates post release.
