DISCUSSION / BACKGROUND

The Chief Administrative Office, Procurement and Contracts Division issued an Invitation to Bid for Herbicides. Herbicides are used by Transportation, Environmental Management, Facilities, and the Agriculture Department for clearing vegetation along County roadways, trails, facilities, and the Union Mine Septage Treatment Plant that may cause public safety issues if not addressed.

 

The Invitation to Bid was published in the County's eProcurement system, PlanetBids, and nine invitations to bid were mailed, one qualified response was received, none from local vendors.

 

ALTERNATIVES

Without Herbicides the various Departments would not be able to perform their duties of vegetation control, which could cause drainage diversion, increase fire hazards, obscure visibility on roadways and trails, and lead to other potential safety related hazards.

Funding is available within the participating departments budgets.  Road Fund Discretionary - Department of Transportation budgets $50,000 / year; General Fund - Facilities $10,000 / year; California Department of Food and Agriculture and United States Forest Service grant funds - Agriculture - $5,000 / year; County Service Area No. 10 - Solid Waste - Environmental Management $2,000 / year.
