Sheriff’s Office recommending the Board approve and authorize the Chair to:
1) Accept an award in the amount of $25,000 from the State Department of Alcoholic Beverage Control (ABC) for the Grant Assistance Program (GAP);
2) Approve a Budget Transfer adding $25,000 in grant revenue, and $25,000 in appropriations in the Sheriff’s Fiscal Year 2015/16 budget (4/5 vote required); and
3) Authorize the Sheriff, the Undersheriff, the Chief Fiscal Officer, and the Special Enforcement Detail Sergeant to execute on behalf of El Dorado County contracts, extensions, amendments and subsequent contracts with the ABC for the GAP, subject to approval by County Counsel. The term of this grant is from October 1, 2015 through September 30, 2016.

DEPARTMENT RECOMMENDATION
Sheriff’s Office recommends approving the award and Budget Transfer adding the revenue and appropriations from the ABC GAP to the Sheriff’s FY 2015/16 budget to provide funding to reduce the availability of alcohol to underage persons.
DISCUSSION / BACKGROUND
The Sheriff’s Office applied and was awarded a grant on October 1, 2015 in the amount of $25,000 by the ABC. The goal in submitting the grant application was to receive funding for a program to reduce the availability of alcohol to underage persons and identify minors who purchase, use or borrow false forms of identification for the purposes of obtaining alcohol or entering licensed alcohol premises through enforcement, education, and training strategies for licensed premises and Sheriff's Office staff.
The funds expended for the GAP will cover the costs for: Operation Trapdoor enforcement operations to identify fraudulent and/or fake identification cards; training classes for deputies to identify fraudulent ID cards; conducting minor decoy and shoulder tap operations; partnering with the cities of South Lake Tahoe and Placerville law enforcement to conduct safety patrol operations; partnering with the El Dorado County Health and Human Services Department to exchange information, assist in reported alcohol related problems; and promote safe non-alcoholic events with the local high schools and community colleges. These grant funds will not supplant, but enhance existing programs and efforts by the Sheriff’s Office to address the problems related to minors' use of alcohol.
