Health and Human Services Agency recommending the Board:
1) Receive and file the Domestic Violence Shelter-Based Program Annual Certification Reports for Live Violence Free, Inc., and for The Center for Violence-Free Relationships, Inc., in accordance with California Welfare and Institutions Code (WIC) Section 18293(h); and
2) Receive and file the Domestic Violence Support Services Fiscal Year 2015/16 Reports from Live Violence Free, Inc., and The Center for Violence-Free Relationships, Inc., in accordance with WIC Section 18300.
FUNDING: County marriage license revenue ($23 per license) in accordance with California Welfare and Institutions Code Section 18293(d) plus a portion of payments made by persons granted probation for crimes against victims of domestic violence.

DEPARTMENT RECOMMENDATION
Health and Human Services Agency (HHSA) recommends the Board accept and file the Domestic Violence Shelter-Based Program Annual Certification Reports for Live Violence Free, Inc., and for The Center for Violence-Free Relationships, Inc., and the Domestic Violence Support Services Fiscal Year 2015-2016 Reports from each organization. These actions satisfy the requirements set forth in accordance with California Welfare and Institutions Code (WIC) Section 18293(h) in which the County is to annually certify that the domestic violence services provided by Live Violence Free, Inc. and The Center for Violence-Free Relationships, Inc. are in accordance with WIC Section18294. In addition, under WIC Section 18300, each organization is to prepare and submit an annual report for submission to the county Board of Supervisors.
DISCUSSION / BACKGROUND:
The County, through HHSA, maintains agreements with local domestic violence shelter-based program service providers to support domestic violence programs and shelters. These agreements are funded by a portion of each marriage license issued by the County Recorder-Clerk’s Office, as well as payments made by offenders of domestic violence who have been granted probation. Beginning in 2005, HHSA entered into agreements with the two domestic violence service providers in the County, Live Violence Free, Inc. and The Center for Violence-Free Relationships, Inc., each of whom provides services in compliance with WIC Division 9, Part 6, Chapter 5, Section 18290 et seq., and more specifically, WIC Section 18294, that lists the basic services each service provider is to offer to each person seeking help from domestic violence. These basic services are required, in addition to the annual certification, in order for each agency to receive funding from the County.
The annual certification for Live Violence Free, Inc. and for The Center for Violence Free Relationships, Inc. represents that HHSA’s designated personnel physically inspected each of the two domestic violence shelter-based program sites as required under WIC Section 18293 (h). The submission of the annual reports from each organization demonstrates that each agency continues to be in compliance with WIC Sections 18293 and 18294, et al.
ALTERNATIVES:
Failure to receive and file the aforementioned reports would cause the County to be out of compliance with laws and regulations governing the Domestic Violence Shelter-Based Programs.

1) Clerk of the Board to receive and file the Domestic Violence Shelter-Based Program 2016 Certification for each of the named entities.
2) Clerk of the Board to receive and file each Domestic Violence Support Services Fiscal Year 2015-2016 Report from Live Violence Free, Inc. and from The Center for Violence Free Relationships, Inc.
3) Clerk of the Board to provide one Certified Minute Order to HHSA.
