DISCUSSION / BACKGROUND

The Link+ resource sharing system is a product of Innovative Interfaces, Inc.  Link+ replaces traditional interlibrary loan done through the intervention of a staff person to search and order an item from another library.  Instead, Link+ allows library patrons who are logged onto their library account to request a book and other materials from any of the over seventy participating public and academic libraries in California and have it delivered to their home library for checkout. Libraries in our region as big as Sacramento Public Library and as small as Amador County Library are members of Link+.  Libraries using Link+ are able to serve the unique needs of their users without incurring the cost of purchasing and processing library items.

 

California public libraries engaged in cooperative efforts with neighboring libraries are supported through the Communications and Delivery Program of the California Library Services Act (CLSA), specifically designed to assist and encourage such cooperation. The program is administered by the 13-member California Library Services Board, and funding is allocated to California’s Cooperative Library Systems.  El Dorado County Library is a member of the Mountain Valley Library system, a Cooperative Library System, which is in turn a partner of the NorthNet Library System, a network of twenty-seven library systems in Northern California.  NorthNet Library System has contracted with Innovative Interfaces, Inc. to bring Link+ to member libraries.  This Memorandum of Understanding is the Library's agreement to reimburse NorthNet Library System for costs incurred for Link+ on our behalf.

 

ALTERNATIVES

The Board could choose not to approve the Memorandum of Understanding.

FINANCIAL IMPACT

Maximum cost is $111,311 over the five-year term of the Memorandum of Understanding.  The Memorandum of Understanding is funded by a combination of General Fund and Library Taxes. Funding for the Memorandum of Understanding is included in the Library’s Fiscal Year 2024-25 Budget.
