DISCUSSION / BACKGROUND

In October 2023, at the request of the Department of Transportation (Transportation), the Procurement and Contracts Division of the Chief Administrative Office issued a Request for Proposal (RFP), 24-925-019. This RFP aimed to procure as-needed geological, geotechnical, hydraulic, and hydrologic engineering support services. Four (4) proposals were received and evaluated, and three firms were selected for contract execution. 

 

Transportation recommends the Board make findings in accordance with Section 3.13.030 (C) of the County Ordinance that due to the temporary or occasional nature of the work, there is a need to engage an independent contractor for as-needed geological, geotechnical, hydraulic, and hydrologic engineering support services. There are specialty skills and qualifications required for the work to be performed under this agreement that are not expressly identified in County classifications, and the work to be performed is not of sufficient quantity to warrant the addition of permanent staff. The need for such skills is sporadic and temporary and not applicable for all Capital Improvement Program (CIP) projects.  These specialty skills will be provided on an as-needed (or "on-call") basis, specifically in support of CIP projects, and generally in support of other County activities as required.

 

The disciplines required for the services to be performed include geotechnical, geological, hydraulic, and hydrologic engineering skills, as well as complete geotechnical engineering and consultation, including field investigation, geological reconnaissance and field mapping, soil testing, sampling, soil drilling and borings, slope stability analysis, scour analysis, preparation of draft and final reports, roadway structural section design recommendations, including core sampling and resistance "R" value analysis, foundation analysis, geophysical investigation methods such as ground penetrating radar, refraction seismic and resistivity geophysical exploration, fugitive and asbestos dust monitoring/mitigation, groundwater investigations, specialized inspections for welding, concrete, asphalt and soils, soil sampling, stormwater sampling and testing, quality assurance testing of materials, along with complete reports and summaries of testing.

 

The RFP process was conducted in accordance with County Procurement Policy C-17.

 

ALTERNATIVES

The Board could choose not to approve the agreements.  Transportation would make changes as requested and return to the Board for approval.

FINANCIAL IMPACT

Funding for various Capital Improvement Program and Environmental Improvement Program projects will be provided by associated Federal, State, and Local funding sources. Local funding sources may include any combination of the following: Traffic Impact Fee Program, Missouri Flat Area Master Circulation and Financing Plan, Road Fund, Tribe Funds, Accumulative Capital Outlay, Developer Advanced Funds, Sacramento Municipal Utility District, and/or General Fund.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on two (2) originals of the Agreements.

2) The Clerk of the Board will forward one (1) fully executed original of the Agreement to the Chief Administrative Office, Contracts and Procurement Unit, for further processing.
