Fiscal Impact/Change to Net County Cost:
The cost associated for the construction phase of this project is estimated at $ 1,280,000, which includes an estimated bid of $900,000, supplemental items at $60,000, and contingency of $140,000. In addition, the Department estimates a Construction Management, Testing and Surveying budget at $180,000.
 
Funding for this project is through the West Slope 2004 General Plan Traffic Impact Mitigation (TIM) Fee Program.  Staff is also pursuing a Targeted Rubberized Asphalt Concrete Grant from the California Integrated Waste Management Board.  If successful this will supplant approximately $26,000 of TIM funds.
 
There is no net cost to the County General Fund associated with this agenda item.
 
Reason for Recommendation:
This Project is an operational and safety project to install traffic signals at the intersection of Cameron Park Drive and Oxford Road.  This project is included in the Department's Five-Year Capital Improvement Program which was presented to the Board of Supervisor's in February 2007. The Project also includes roadway and pavement widening to extend and add turn lanes approaching the intersection.  The intersection carries a high volume of traffic with heavy turning movements.
 
All Right of Way (R/W) necessary for the project has been secured except for two (2) Temporary Construction Easements (TCE's) which are anticipated to be acquired prior to the bid opening date, currently scheduled for June 18, 2007. The Department may extend the bid period, or delay award (within the 60 days allowed under the Public Contracts Code) in order to ensure that Agreements have been properly executed for all properties prior to the start of work.
 
Rubberized asphalt concrete will be utilized on the project to increase pavement durability and reduce traffic noise. The Department is in the process of securing funding ($26,000) for the project from the California Integrated Waste Management Board through their Targeted Rubberized Asphalt Concrete Grant Program.  If secured, this will supplant TIM funds which can then be used for other projects.
 
The Plans and Contract Documents are on file with the Board Clerk.
 
Action to be taken following Board approval:
1.      The Board Chairman will sign the construction plans for the Cameron Park Drive/ Oxford Road Intersection Signalization Project, Contract # 72365;
2.      DOT will advertise for construction bids;
3.      Upon securing all Right of Way, DOT will open bids and return to the Board for consideration to award the construction contract;
4.      Subsequent to successful bidding and award of the contract, the Department anticipates construction beginning in July, 2007.
